All previous announcements and draft releases for this requirement can be found on www. SAM.GOV. This Announcement is released in accordance with 10 USC 4022: Authority of the Department of Defense to carry out certain prototype projects.Program Executive Office Enterprise Information Systems (PEO EIS) seeks to partner with vendors using an Other Transaction Authority (OTA) for an Agreement to design, build, test, deploy, and demonstrate a Prototype solution to fulfill the Army requirements for FMS-ACES. Through this OT, the Army is seeking Technical Integration Providers to develop FMS-ACES solutions to meet the requirements in the Statement of Objective (SOO). Only one set of questions per vendor will be accepted.Offerors shall submit electronic response files through the Department of Defense Safe Access File Exchange (DoD SAFE) website. Access to SAFE is available through the website at: https://safe.apps.mil/. To submit a response, Offerors must request a Drop-off Request Code no earlier than 14 days prior to the submission due date, by sending an e-mail to the Agreement POCs listed above. The submission date for White Papers is October 13, 2023, 1200 Eastern.
