Introduction The State of ConnecticutDepartment of Transportation ( DOT) invites qualified applicants to apply for the position of a Connecticut Careers Trainee (CCT) job opportunity in the Office of STIP, Coordination, and Modeling in the Bureau of Policy and Planning, at the DOT Administration Building in Newington. Upon successful completion of the CCT training program, the incumbent will be promoted to the target classification of Transportation Planner 1. This position is in the Travel Demand/Air Quality Modeling Unit and will work under the direction of a Transportation Planner 2 or an employee of a higher grade, assisting the lead planner in travel demand and air quality data analysis. This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit. Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program. A candidate with a Bachelor's degree will serve a two (2) year training program. A candidate with a Master's Degree in civil engineering, transportation, urban, regional or environmental planning will serve a one (1) year training program. *Annual salaries are to be set as follows: $48,427 (Bachelor's degree); $50,171 (Master's degree); $55,410 (second year of training) Selection Plan In order to be considered for this job opening, you must meet the Minimum Qualifications and Preferred Qualifications as listed on the job opening. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position. EXAMPLES OF DUTIES This position will assist in the creation, maintenance and analysis of Census and demographic data for utilization in the Statewide Travel Demand Model; update and maintain the travel networks utilized by the Model; prepare documentation of Census and demographic inputs as required. This position will be responsible for analyzing travel network data; prepare and distribute reports and correspondence; develop databases, manipulate large datasets and applications as related to the Model; involves the use of technical computer products and software, including Microsoft Office Products such as Word, Excel, Access and travel demand and air quality modeling programs, such as Bentley/CitiLabs CUBE software platform and the EPA required air quality emissions program MOVES. Knowledge of statistics and a strong mathematical background are desired as position involves extensive computer work and performing statistical and mathematical analysis and calculations; experience and familiarity with computer programming languages is preferred. This position will also assist in the preparation and analysis of air quality emissions for various reports; participate in the development and preparation of alternative analysis for proposed transit and highway projects; assist in sensitivity analysis for a new travel model; and prepare documentation for the modeling process as well as creation of flowcharts. KNOWLEDGE, SKILL AND ABILITY Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software. MINIMUM QUALIFICATIONS Possession of a Bachelor's or Master's degree. NOTE: If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification. Candidates cannot be appointed until all degree requirements are complete. PREFERRED QUALIFICATIONS Applicants with the following degree concentrations are preferred: Mathematics, Statistics, Transportation/ Regional/Urban Planning/Studies, GIS, Geography, Civil Engineering In addition to the degree areas listed above, preferred knowledge includes educational or work experience in travel demand or air quality modeling, experience with demographic data, manipulation of large and complex datasets, strong analytical skills and a strong attention to detail.
