The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to issue a solicitation for a sole source, follow on, Indefinite Delivery/Indefinite Quantity contract with the ability to issue both Firm Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) type delivery orders to MOOG, Inc., East Aurora, NY. The contract will provide for upgrades and repairs of Precision Strike Package (PSP) Gun Weapon Systems (GWS) actuator sets onboard fielded Battle Management Systems (BMS) platforms. Supporting capability improvements and technological advancements is required and incorporates one or all aspects of the development phases such as; system design including software, test equipment and hardware builds, hardware and software system setup, system integration and lab testing, systems revisions and updates, and flight and integration testing and training as they can be interrelated. Additionally, as BMS fielded systems age or actuator hardware enhancements are identified, there is a need
for procuring hardware to support the AC130 fleet. BMS programs plans to procure 105mm actuators, 30mm actuators, motor control units, and regen boxes. All requirements shall only include work pertaining to the various models of MOOG hardware and specific to the BMS program. The technical specifications of each requirement will be identified in the individual orders.This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1(a)(2)(iii), "Only One Responsible Source." The support is currently being provided to the Navy under contract N00178-15-D-1011 by MOOG, Inc., 300 Jamison Road, East Aurora, NY 14052.Only MOOG has the specialized knowledge and expertise to support this effort. Specifically, MOOG has proprietary data rights on the development and build-up of motor control software and units utilized as part of the existing GWS infrastructure. MOOG does not have any authorized resellers. Utilization of another type of actuator system would render the GWS system inoperable.The contract will include a one year base period and four one year option periods. The period of performance is anticipated to be for a total length of sixty (60) months. Responsible sources may identify their interest and capability which shall be considered by the agency. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services.Firms interested in subcontracting opportunities should contact MOOG, Inc. directly. It is anticipated that the solicitation will be issued on or around 03 February 2020 and will be open for 30 days. Contract award is anticipated approximately around 21 August 2020.
