This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract.Black Hills VA Medical Center (VHASTC), 113 Comanche Rd. Fort Meade, SD has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center Fort Meade campus.The purpose of this notice is to determine interest and capability of potentially qualified businesses, particularly Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB), relative to the North American Industry Classification code (NAICS) 517919 All Other Telecommunications. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and
the manner of advertisement will also depend on the response to this sources sought synopsis.Please see below for a brief description of the requirement. BACKGROUND: The site consists of a major hospital with surrounding buildings. The guest wireless internet service has been limited to Buildings 113, 145, 146, and 148. In addition to patients that visit the facility for periodic appointments, some are required to stay overnight or for multiple days depending on their medical condition and prognosis. The VA recognizes that its patient population and family members use the internet as a means of both researching information as well as remaining in communication with friends and family members on a near-constant basis. As a result, it is our desire to provide these patients and their family members access to the internet to allow them to continue their communication. The VA also recognizes that the proper operation and functioning of a major health care facility requires its staff to have constant network and internet access. Therefore, the intent of this initiative is to provide our patients and their families internet access without impinging on the efficient and effective operation of the hospital and its clinics.OBJECTIVE: The VA is seeking a solution to provide our patients and their families access to the internet while they are using our facilities in Fort Meade. The objectives of this proposal are to: 1. Integrate into the existing wireless network infrastructure content filtering, help desk services for guests, and on-site technical support for the following areas: a. Patient Rooms b. Patient and Visitor Waiting Areas c. Expanded wireless services to all areas frequented by patients, and visitors d. Student work areas 2. Provide a splash screen during entry to the wireless network that welcomes users to BHHCS internet. This guest wireless network must permit user access without username or password authentication. 3. Implement advisory banners and logging for all VA-provided public internet access. 4. Utilize a content filtering solution for monitoring on all VA-provided public internet access. 5. Log files must be maintained for a one year period. Vendor must provide log files as requested for investigations.INFRASTRUCTURE AND ELECTRONIC EQUIPMENT: The network equipment, installed under a separate contract, includes: Building 113: 1 - Cisco Meraki Security Appliance 1 Cisco Meraki MS220- 24P Switch 19 Cisco 3502i Access Points Building 145: 1 Cisco Meraki Security Appliance 1 Cisco Meraki MS220-8P Switch 3 Cisco 3502i Access Points Building 146: 1 Cisco Meraki Security Appliance 1 Cisco Meraki MS220-8P Switch 2 Cisco 3502i Access Points Building 148: 2 Cisco Meraki Security Appliance 1 Cisco Meraki MS220-8P Switch 1 Cisco Meraki MS220-25P Switch 21 Cisco 3502i Access PointsWIRELESS INTERNET SERVICE: 1. Public access to the internet has been provided under a separate contract with a local provider, Midcontinent Communications, Rapid City, SD. 2. The contractor shall provide a homepage at login displaying information security warning, public access information, and VA non-liability disclaimer. VA will provide the information homepage to the contractor. 3. The contractor shall provide an introduction page with usage agreements for acknowledgement at the time of login with information on the program, rules and restrictions, and usage agreements. If no agreement acknowledgement is received from user, access shall be denied. (Users of the guest access must acknowledge that they are aware of the risk of using a public network.) 4. The contractor will provide help desk services via a toll free number for end users to contact in order to resolve common end user difficulties in connecting their devices to the system. The pricing will include availability at least from 8:00 AM to 5:00 PM Monday through Friday. 5. The contractor must provide technical support, network monitoring, and on-site services and coordination with the local network provider. Upon notification of a fault, the agents will work to diagnose, troubleshoot, and resolve the issues remotely. Should the problem require on-site repair, the contractor will respond with on-site technical support within 24 hours of reported issue to resolve the equipment failure/issue6. This service must also include updating of new software and firmware revisions. 7. The network Monitoring Service must provide monthly reporting as well as System Uptime reports. 8. A Web filtering service must be provided to prevent users from visiting inappropriate sites. The service will allow additional blocking as determined by Customer policies and procedures as determined by the VA. The contractor will update the filtering service upon receipt of revised filter lists. In the event a Web page is blocked, the Web filtering service will allow notification to the user that the Web page was blocked due to VA web policy. This service will also provide mitigation for common Internet Malware.
