Peculiar Support Equipment (PSE) Maintenance Support to the E2D Aircraft and Weapons Systems

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a SOLE SOURCE basis with the Original Equipment Manufacturer (OEM) Northrop Grumman Systems Corporation (NGSC) of Melbourne, FL (CAGE: 70974), for the procurement of Peculiar Support Equipment to provide maintenance support to the E2D aircraft and weapons systems  throughout its entire life-cycle. The resultant contract action will be a modification to delivery order N68335-22-F-0144 against FY20 Basic Ordering Agreement N68335-20-G-0005.NGSC is the original designer, developer and manufacturer of the E-2/C-2 aircraft and weapons systems and is the only source with the requisite knowledge, experience and technical expertise to continue production support for the E-2/C-2 aircraft and weapons systems to meet the Navy’s requirements. NGSC does not have any known authorized distributors for this equipment. The data necessary to perform the requirement has not been transitioned to the Government and

therefore, the Government does not possess the technical data package to allow for a competitive procurement.The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
