PACIFIC TIME RFP Title: COVID-1 AND HOLDING CELLS JANITORIAL SERVICES RFP Number: 4822C GS-036 REV 02/26/18 Page 54 of 57 1.0 BACKGROUND INFORMATION [The Santa Clara Superior Court is seeking a qualified janitorial company to provide janitorial COVID- 19 sanitizing and cleaning of courtrooms and public area for four (4) courthouses. The Court is also seeking a qualified janitorial company to provide janitorial cleaning of holding cells for six (6) courthouses: - Palo Alto Courthouse 270 Grant Street, Palo Alto, CA (holding cells) - Hall of Justice East – 191 West Hedding Street, San Jose, CA (COVID + holding cells) - Hall of Justice West – 200 West Hedding Street, San Jose, CA (COVID + holding cells) - Family Justice Center Courthouse – 201 North First Street,
San Jose, CA (COVID + holding cells) - Downtown Superior Court – 191 North First Street, San Jose, CA (COVID) - Morgan Hill Courthouse – 301 Diana Ave, Morgan Hill, CA (holding cells) 2.0 DESCRIPTION OF SERVICES AND DELIVERABLES The COURT seeks the services of a person or entity with expertise in general janitorial cleaning and sanitizing of commercial office and government buildings. The Court is seeking 3 full time janitors to provide the following COVID 19 tasks. Using Court provided janitorial equipment and supplies, janitors will be assigned to clean specific courthouses and or areas.  Clean, sanitize, and detail all public rest rooms  Sanitize courtrooms using electrostatic sprayer provided by the Court. Areas includes but not limit it to Judge’s Bench, all writable surfaces, chairs, chair arms, jury box, jury chair, pony walls, witness stands, stair rails, door handles, and push bars.  Sweep, mop, sanitize and wipe down all stair rails, door handles, public windows and counters in public areas.  Sanitize and wipe down of all writing surfaces, benches, chairs, and elevator buttons in public areas including jury assembly room.  The janitor may be called upon to address accidental spills, biohazard, and sanitizing of areas using Court provided sanitizing product and equipment. The Court is also seeking a janitor for 8 hours per day dedicated to clean, sanitize, and detail all secondary and basement inmate detention cells at each of the above courthouses Monday - Friday. This individual’s shift is 8 hrs per day from 3:30 pm – Midnight (12:00 am). Travel between courthouses is required daily as a part of the shift. Qualified vendor shall provide a reliable company vehicle included to its janitor. Bid proposal shall include the cost of a company vehicle and an estimated monthly reimbursements for gas and vehicle shall be included in the proposed bid. Monday: Hall of Justice East Holding Cells Disinfect/clean as needed + Morgan Hill detail, mop, and sweep. Tuesday: Family Justice Center Holding Cells disinfect/clean as needed and Palo Alto detail, mop, and sweep. Wednesday: Hall of Justice West Holding Cells detail, mop, and sweep + Morgan Hill Disinfect and clean as needed Thursday: Hall of Justice East Holding Cells detail, mop, and sweep. + Palo Alto Disinfect/clean as needed Friday: Family Justice Center Holding Cells detail, mop, and sweep.+ Hall of Justice West Holding Cells Disinfect Floor plan of the above mentioned courthouses and total count of holding cells are provided in ATTACHMENT 9 and 10 of this RFP. Attachment 2: COURT Standard Terms and Conditions If selected, the person or entity submitting a proposal (the “Proposer”) must sign this COURT Standard Form agreement (the “Terms and Conditions”). Note: A material exception to a Minimum Term will render a proposal non-responsive. Attachment 3: Proposer’s Acceptance of Terms and Conditions On this form, the Proposer must indicate acceptance of the Terms and Conditions or identify exceptions to the Terms and Conditions. Attachment 4: General Certifications Form The Proposer must complete the General Certifications Form and submit the completed form with its proposal. Attachment 5: Darfur Contracting Act Certification The Proposer must complete the Darfur Contracting Act Certification and submit the completed certification with its proposal. Attachment 6: Payee Data Record Form This form contains information the COURT requires in order to process payments and must be submitted with the proposal. DVBE Incentive For vendors claiming the DVBE incentive, the Proposer must complete the DVBE Declaration and Bidder Declaration forms to receive the 3% incentive. See section 13.0.
