Assumptions: Full Time/Part Time Construction Inspection. The City seeks full-time construction inspection for the project, with the flexibility to perform part-time inspection if the construction only requires part-time inspection during the days with low-level construction activities. Inspection shall be performed daily and the inspector should be on-site on a full-time basis with the flexibility to be part-time as needed for the work days. B. Construction Inspection Services. In general, the Construction Inspector shall possess the necessary experience and know-how of construction equipment, materials, methods, and workmanship for the specific work to be performed on the project. The Consultant Inspector shall be able to understand and interpret plans and specifications and shall be familiar with the Greenbook (Standard Specifications for Public Works Construction), the ADA, City Standards, OSHA Construction Safety Orders, ACI standards and ASTM standards. The Consultant Inspector shall be able to interact professionally with contractors, engineers, property owners, business owners, and the public at large; coordinate with other City personnel; promote quality customer service; and respond promptly and courteously to requests. The Consultant Inspector shall be able to follow verbal and written instructions, communicate clearly and concisely, both orally and in writing. Typical Consultant Inspection services shall include, but are not be limited to: 1. Reviewing the plans and specifications thoroughly prior to the preconstruction meeting; 2. Taking preconstruction video/pictures of the work area and surrounding area; 3. Establishing effective communication with the Contractor, City staff, business/property owners, and the general public; 4. Ensuring compliance with the plans, specifications and other requirements, such as, but not limited to, the contract, traffic control, Cal/OSHA Standards, contract change orders, permits, and ASTM standards; 5. Monitoring extra work; 6. Performing project oversight for the monitoring of damage to existing infrastructure and the replacement of infrastructure to City standards; 7. Attending weekly construction meetings; 8. Keeping daily diaries (log), filling out incident (accident) reports, and taking pictures of the project; 9. Reviewing the Contractor’s daily reports, progress payments and contract change order proposals; RFP No. E1260-22S -6- Marine Ave at Cedar Ave Int. Imp. Project 10. Documenting all Contractor delays, reasons for delay, length of time for delay, and phases of work; 11. Monitoring and documenting the personnel and equipment that is involved with any extra work performed by the Contractor; 12. Determining whether the work of the Contractor is being performed in accordance with the requirements of the contract documents and endeavoring to guard the City against defects and deficiencies in such work; 13. Notifying the Contractor of any safety violation and providing written notification of such infractions to the Contractor; 14. Notifying the City and Cal/OSHA of Contractor’s refusal to comply with any safety directive; 15. Measuring and tabulating contract quantities. 16. Reviewing the Contractor’s invoices, verifying completed work and approving all quantities; 17. Preparing a list of items for correction (punch list) and preparing redlined as-built plans; 18. Preparing status reports for project close-out and all collecting applicable documents as a “closeout” file; 19. Providing digital images of the project’s progress to the City in JPG format, using a Consultant-owned camera; 20. Possessing a vehicle and mobile phone for immediate contact by the City, and sowing proof of valid California driver’s license and insurance; 21. Performing inspections during Normal Contractor Work Hours (Mon-Fri 7:30 a.m.-4:30p.m.); and 22. Performing other related duties as required. 23. Note that the Consultant does not have the authority to allow deviations from the contract plans Other Details The City is looking for professional construction inspection services and requires support from an experienced and qualified engineering firm for the Marine Avenue at Cedar Avenue Traffic Signal and Intersection Improvement Project. Construction inspection services will focus primarily on the Work of the awarded contractor comprising of the improvement to modify the intersection configuration, install state of the art infrastructure and coordinate the adjacent intersection signal operations and physical configuration. The proposed improvements include: · Convert the southbound approach from a left-turn, through and right-turn lane configuration to a left-turn, shared left/through and right-turn lane configuration. · Remove the eastern crosswalk to reduce conflicts with the southbound vehicular left turns resulting in improved operational and safety benefits. · Remove and reconstruct median island. · Repave the intersection street surface. · Remove and restripe intersection crosswalk. · Remove and install traffic signal heads. · Remove and install pedestrian push buttons. · Remove and install intersection traffic signal controller system. · Remove and install signage, including street name signs. · Install traffic detection camera mounted on a pole in the median along Marine Avenue east of Sepulveda Boulevard to detect traffic from Sepulveda Boulevard traveling eastbound on Marine Avenue. · Coordinate traffic signals along Marine Avenue at Sepulveda Boulevard and Cedar Avenue.
