Commercial Air (CAIR) Transportation Services for domestic mail

The United States Postal Service is seeking to purchase Commercial Air (CAIR) Transportation Services for domestic mail to and from destinations within the contiguous (CONUS) forty-eight states as well as non-contiguous (O-CONUS) states and other U.S. territories and possessions to include points in Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands, as deemed necessary. The term Postal Service also includes its suppliers operating under terminal handling or other transportation contracts with the Postal Service. The Statement of Work (SOW) provides for transportation of mail on any flight in the supplier's air transportation network. It also provides for services associated with the transportation of mail by the supplier. The air carrier's network or transportation system may include its own flights, flights of its subcontractors, and Road Feeder Service (RFS).The resulting contract(s) will be Indefinite Delivery, Indefinite Quantity (IDIQ) contract(s). The specific type will be definite delivery, indefinite quantity with fixed pricing per pound. The fixed price per pound will be comprised of four main components: Line Haul (Fuel and Non-fuel), Ground Handling, Terminal Handling - Sortation, and Terminal Handling - Scanning.The base period of performance for the ensuing contract(s) will be three years, with a two-year priced option period.
