soliciting proposals for the provision of the publication of legal notices pursuant to Downey City Charter Section 517 and Government Code Sections 6000-6008, for the City for a 12-month period. On an annual basis, a Request for Proposal (RFP) is distributed to all newspapers (“Newspaper”) of general circulation in the City. Upon selection of the most qualified, cost effective, and responsive newspaper, the City will enter into a contract for services. Proposals will only be accepted from Newspapers that submit proof of adjudication as a newspaper of general circulation.
