REQUEST FOR PROPOSAL : Waste Reduction Study Refuse Disposal District No. 1, through the County of Westchester Department of Environmental Facilities (“District” or “DEF” or “County”), is seeking proposals from qualified consultants to undertake a formal study and written report to serve as a comprehensive guide for waste reduction. This Request for Proposals (“RFP”) is intended to help the District select a qualified and experienced consultant. The Study shall provide a framework of comprehensive waste reduction strategies for the next ten years designed to meet or exceed the goals of the NYSDEC Solid Waste Management Plan. The Study should incorporate and build upon the successful DEF program that has resulted in significant countywide waste reduction, and should address both municipal and commercial waste streams.
