This Sources Sought Notice is issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing.It is anticipated that this acquisition will be other than full and open competition under North American Industrial Classification Code (NAICS) 336611 – Ship Building and Repairing. The Business Size Standard is 1250 and is a small business concern.The U.S. Coast Guard Surface Forces Logistics Center anticipates a need to overhaul two (2) to four (4) Main Propulsion Diesel Engines (MPDEs) per year over the life of the contract, NSN 2815 01-F14-3875, P/N 20V1163TB93- and testing directly supporting the operation and maintenance of the Coast Guard 418-foot Marine Security Cutter, Large (WMSL) formerly known as National Security Cutter (NSC) class of ships. This requirement must be completed utilizing only genuine Rolls-Royce Solutions America (RRSA) parts
from the Original Equipment Manufacturer (OEM). The Coast Guard does not own the rights to the technical data necessary to evaluate other overhaul methods and procedures.It is anticipated that a firm, fixed priced requirements contract will be awarded for an Indefinite Delivery Requirement (IDR) contract for the overhaul of the MPDE and Testing.Period of Performance: One (1) Base Year and Four (4) Option YearsPerformance: At the prospective contractor's facility.Business concerns having the expertise and required capabilities to provide the parts described in the attached Specifications/Statement of Work documents, are invited to submit complete information discussing the same no later than the response identified within this notice. The information submitted must include a letter from the OEM verifying the offeror is an authorized repair facility, and verifying the OEM will supply only genuine OEM parts.All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, Woman Owned, small business). Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, and (b) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers.
