NOTICE: THE RESPONSE DATE IS EXTENDED TO 12:00 HRS. 28 MAY 2019 THIS IS A REQUEST FOR INFORMATION (RFI) TO ASSIST THE GOVERNMENT TOBETTER TO DEFINE ANY REQUIREMENT FOR BILLING AND COLLECTIONS ACTIVITIES AND IDENTIFY SOURCES THAT COULD POTENTAILLY MEET THE GOVERNMENT'S REQUIREMENT.RFI NUMBER: HT001419R0018TITLE: Request for Information for Designing Billing and Coding Systems in the Defense Health AgencyDescription: The Defense Health Agency (DHA) releases this sources-sought notice to obtain market knowledge, industry best practices, capabilities statements, and other comments regarding future DHA strategies for revenue cycle management (RCM) supporting the Military Healthcare System (MHS).Disclaimer: This is a request for information (RFI) only, and neither a procurement contract nor other manner of contractual instrument will result from responses to this RFI. This is neither a Request for Proposal, a Request for Project Proposal, an Invitation to Bid, nor a Request for Quotation.
Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information given to the Government in response to this RFI, and, all costs associated with responding to this RFI will be solely at the interested party's expense.Background: Pursuant to 10 U.S.C. § 1073c, the DHA will be assuming authority, direction, and control of all military medical treatment facilities (MTFs) worldwide by September 30, 2021. The DHA has identified a need for improved Revenue Cycle Management (RCM) specifically to include improved billing and collections for all claims -- both Third Party Collections (TPC) and Medical Service Accounts (MSA) -- arising from the delivery of healthcare services at MTFs. Current TPC and MSA billing processes are generally suboptimal, and these processes must be improved as part of the Secretary of Defense's effort to optimize business processes in the Department of Defense. Further, the DHA is implementing market-based management of its MTFs. The DHA therefore seeks industry input regarding innovative, market-based business approaches or processes to execute RCM as it pertains to TPC and MSA billing and collection activities. The DHA envisions processes that will leverage both government and commercial systems and software, including clinical applications. These processes must particularly contemplate interface with DHA systems, including but not limited to MHS GENESIS, and, the processes must comply with federal statutes and regulations governing the collection of debts. Also, the processes, perhaps introduced in a limited fashion, must be scalable enterprise-wide across the MHS.Request: The DHA seeks input from large and small business sources as part of market research to ascertain the interest, capability, and capacity that industry can provide for RCM optimization. Interested parties should provide a white paper providing, at a minimum, responses to these questions:1. What process or approach would best meet the DHA's objective in optimizing RCM, as described above?2. How might the DHA increase collections, as quickly as possible, across the MHS employing an enterprise-wide approach/vehicle that standardizes discovery, billing, collecting, and accounts receivable management?3. How might DHA more immediately accommodate the MTFs that have been selected to pilot the authority of Section 717 from the FY2017 National Defense Authorization Act ("Evaluation and Treatment of Veterans and Civilians at Military Treatment Facilities")? The selected MTFs are: Madigan Army Medical Center, Naval Medical Center Camp Lejeune, Naval Medical Center San Diego, Nellis Air Force Base, Travis Air Force Base, Walter Reed National Military Medical Center, and, Womack Army Medical Center.4. What contract vehicle, instrument or business arrangement might optimally meet the DHA's objective? Possibilities include a traditional procurement contract, an instrument issued under Other Transaction Authority (10 USC 2371b), or, use of a Commercial Solutions Opening (CSO) per DFARS Class Deviation 2018-O00-16, dated June 26, 2018.5.
