Through this RFP, the Entitlement Jurisdictions are seeking a qualified community development proposer firm or individual Proposer (Proposer) to gather input and compile data relevant to preparation of the individual 2025-2030 Consolidated Plan for each

jurisdiction and the Year 1 Action Plans for FY 2025-2026. The Proposer will also work with Entitlement Jurisdictions to help identify their respective affordable housing and community development needs and market conditions and assist them to make data-driven, place-based investment decisions. This RFP may result in a single or multiple awards. It is the County’s intent to award a contract with an initial one-year term, unless terminated earlier or otherwise amended. The County has allocated approximately a total of $450,000 for an initial term of July 1, 2024, to June 30, 2025. This RFP is contingent on the appropriation of sufficient funding by the County for the services covered by this RFP. If funding is reduced or deleted for the purpose of this RFP, the County has the option to either terminate this RFP with no liability occurring to the County or to offer an amendment to the RFP indicating the reduced amount.
