The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41U.S.C. 253(c)(1) FAR 6.302-1 to Trail Blazer Innovations, Inc. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs.Transmitters from Trail Blazers Innovations, Inc are required by the Department of State (DOS) that these devices are mandatory for all mission staff in Mexico while on TDY and performing their normal duties in the field APHIS Preclearance staff is deployed throughout Mexico for the performance of their duties with the main purpose of facilitate bilateral agricultural trade between the United States and Mexico while safeguarding American agriculture.These devices must have within each Package of tracking system(s) includes activated DOD
provisioned, Iridium short burst data, PMS formatted, custom configured, encrypted tracking devices with removable Iridium antenna and Emergency Button. Each package is custom configured per user requirements with unique AES 256 encryption key. Custom configuration also includes user defined backscreens, antenna options, GUI based menus, icons, and settings. Each device is assigned a unique TAG ID and call sign and a secured emergency lever and will be integrated into DoS approved COP’s. Each comes with a CLA charges, USB charges, and Dash mount with the main purpose of enhancing the employee’s safety. Under FAR 6.302-1 Only one responsible source and no other suppliers or services will satisfy agency requirements along with FAR 6302-2 Unusual and Compelling Urgency; this company is the only company that provides this device. Other manufactures that may have been approved by the DOD and DOS must provide documentation stating their devices will work as detailed in this scope of work. These instruments are required to meet the DOS and DOD performance level and be set to the required tracking system and key. No other resource can provide Iridium Tracking Devices that will work in the DISA architecture and report into the DOD and DOS programs records. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government.Information received will be considered solely for the purpose of determining whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
