Feb 6, 2018 2:00:00 PM (local time) City of Mississauga Reference: PRC000609 Prequalification required: No The City of Mississauga wishes to retain a consultant team to prepare a Stormwater Servicing and Environmental Management Plan in support of future urban development and redevelopment within the City’s Southdown District. The study is intended to review, update, and expand upon the previous Southdown Master Drainage Plan, prepared in 2000. The Southdown study area is approximately 550 ha in size and is bounded roughly by Winston Churchill Boulevard to the west, Southdown Road to the east, Lake Ontario to the south, and headwater drainage boundary s near Royal Windsor Drive to the north. The study area falls within the Clearview Creek, Avonhead Creek, Lakeside Creek and Joshua Creek watersheds. The overall goal of the study is to develop a stormwater servicing plan that will allow sustainable urban development and re-development within the Southdown District study area while
protecting, maintaining and enhancing the existing surface water, groundwater, and natural environmental resources of the study area. The resulting plan will provide guidance for future development/re-development activities by establishing stormwater management measures to minimize flooding, erosion, water quality degradation, and water balance impacts, as well as identifying stormwater retrofit opportunities within existing urban areas. While the City’s intended focus for the study is the development of drainage and stormwater management solutions, it is understood that the plan will also consider the potential impacts and benefits to the existing natural systems in the study area. As such, recommendations for ecological restoration and enhancement throughout the study area will also be identified. The study will be completed in three phases: 1. Background Review and Study Area Characterization 2. Impact Assessment and Environmental Management Plan Formulation 3. Implementation and Monitoring Plans The study will be conducted in accordance with the Municipal Class Environmental Assessment (EA) process, and will follow Approach #1 for Master Plans. The City’s objective is to select the best-value, qualified and experienced consulting team who will assume total responsibility to complete the proposed study. To qualify, bidders must demonstrate that they have sufficient technical and professional expertise, knowledge, skills, capacity and resources to meet the City’s needs for the duration of the contract, and to deliver the project on time and within budget.
