NOTICE OF INTENT TO AWARD SOLE SOURCE NOTE: Place of Performance is Europe.The 52nd Contracting Squadron, Spangdahlem Air Base, formally announces the intent to award a Firm-Fixed Priced Purchase Order on a sole source basis to Space Exploration Technologies Corp. The proposed contract action is for three (3) Starlink kits including access, power supplies, 30.5m (100ft) Cables, Wi-Fi Routers, and Lawn Mounts for which the Air Force intends to solicit and negotiate with only one source under the authority of Air Force Federal Acquisition Regulation Supplement (AFFARS) - 10 U.S.C. 2302b Implementation of Simplified Procedures (41 U.S.C. 1901). The anticipated contract start date is 14 July 2021, with a period of performance of 12 months.Due to the contested environment that this communication system will be used in, it is a requirement that this commercial satellite solution include a lower earth orbit constellation. Space Exploration Technologies Corporation is the only Lower Earth
Orbit Constellation communications company that currently services Europe. It is required that the company provide portability within the EUCOM area of responsibility.Companies may identify their interest by responding to this notice and submitting either a capability statement or an unsolicited quote. Responses to this notice, as well as capability statements and unsolicited quotes, must be submitted to

However all unsolicited quotes received within 7 days after the date of publication of this notice will be considered by the Government. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement.
