Sole Source Synopsis – Notice of Proposed Contract Action22 March 2021FA8770-21-R-0004Depot Maintenance Systems Integration (DMSI)Spectrum Systems Development Architecture (SSDA)NAICS:  541511 Custom Computer Programming Services; Small Business Size Standard is $30M in average annual revenueService Code: D308Place of Performance: Wright-Patterson Air Force BaseThe Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES), Contract Division (AFLCMC/HIKA Wright- Patterson Air Force Base, Ohio intends to issue a proposed contract for legacy Information Technology (IT) services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1 (a) (2) (iii).  The Government intends to make an award by June 2021 to NCI Information Systems, Incorporated and the noncompetitive procurement is based on use of proprietary data.  This is not a request for
competitive proposals and no solicitation is available.The acquisition is for a 12-month contract for continued SSDA services, four 12-month options and a 6 month extension of services for the Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES), Logistics Systems Division (HI4), Maintenance Branch (HIM), Depot Maintenance Systems Program Management Office, to provide technical support for maintenance, sustainment and modification for the Depot Maintenance Systems Integration (DMSI) Spectrum Systems Development Architecture (SSDA).  These ongoing required services provide maintenance, sustainment and modification for the SSDA that include but are not limited to:  software infrastructure, software engineering, technical support, and resolution of all Discrepancy Reports (DRs), Software Problem Reports (SPRs), Baseline Change Requests (BCRs), Technical Communications-Computer System Requirements Document (TCSRDs), and Communications-Computer System Requirements Documents (CSRDs).  Development activities include all activities associated with designing, developing, coding, testing and releasing SSDA fixes, enhancements or modifications.  System surveillance includes help desk support, operations, and configuration management. Market research has determined that the above mentioned maintenance support for SSDA software is proprietary to NCI Information Systems, Incorporated.  This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.  If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within five (5) business days of this publication.  Late responses may not be reviewed. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.The Government does not intend to use FAR part 12 for the acquisition.As required by FAR Clause 52.219-9, NCI Information Systems Incorporated, a large business, shall be required to submit an acceptable subcontracting plan, which will become part of the resulting award.  The contractor shall submit periodic subcontract reports as required by the clause, and Business and Enterprise Systems (BES), Contract Division (AFLCMC/HIKA) will monitor the contractor’s compliance with the approved plan throughout the life of the contract.  Failure of the Contractor to comply in good faith with the approved plan and also FAR Clause 52.219-8, Utilization of Small Business Concerns, shall be considered a material breach of the contract. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.  All potential offerors shall contact Mr. Marcus S. Evans via e-mail at marcus.evans.3@us.af.mil .  Telephone inquiries will not be accepted. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.  The Government will not pay for any information submitted as a result of this synopsis.  This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. An Ombudsman has been appointed for this acquisition. The BES Ombudsman is located at Wright Patterson AFB.  The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to industry or Government personnel, and assists in the resolution of those concerns.  The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official.  When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.Contact information for the BES Ombudsman is as follows:Col.
