25 Parking Spaces

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation no. 70CDCR19Q00000015 is being issued as a Request for Quote (RFQ) as a full and open competition. The North American Industry Classification System Code (NAICS) is 812930 - Parking Lots and Garages: Size Standard is $38.5 million average annual sales. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) requires 25 individual reserved parking spaces for passenger vans (50 parking spaces may be required to accommodate the vans, 2 parking spaces per van). Requirements for the parking spaces are as follows: 1) Parking structure shall be accessible 24 hours per day, 7 days per week with secure

access and security (Guards or monitors) and clearance height limit of 8.5 feet to the parking spaces; 2) The contractor shall provide key card access to the parking structure; 3) Parking structure shall be within 5.0 miles of the Los Angeles Federal Building located at 300 North Los Angeles Street, Los Angeles, CA 90012.Period of performance will be for base year plus two (2) option years period from September 1, 2019 through February 28, 2023. Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-03.This procurement is being conducted under the procedures provided for in FAR Part 13.302- Purchase order. The Government anticipates awarding a Purchase Order resulting from this solicitation to the responsible quoter whose quote is the lowest price, technically acceptable.In accordance with FAR 52.212-2 Evaluation-Commercial Items, the following factors shall be used to evaluate quotes: (1) TECHNICAL FACTOR: Parking structure shall be within 5.0 miles from the Los Angeles Federal Building located at 300 North Los Angeles Street, Los Angeles, CA 90012; Parking structure must be secure with accessible 24 hours per day, 7 days a week with secure access (card keys provided), clearance limit height of 8.5 feet; The proposed 25 parking spaces shall accommodate passenger vans; (2) PRICE FACTOR: Total price will be calculated by adding total of 36 months and six (6) month option pricing.See attached SF1449 for a list of line items and quantities. Quoters shall fill-in the unit price and total price on the SF1449 and submit as part of their quote.The due date for quotes is Monday , August 19, 2019 at 9:00 am, Pacific Time.
