PROGRAM EVALUATION SUPPORT Project Description :HEC is seeking an evaluator to plan and conduct an evaluation of the Improving Equity in Access to Palliative Care collaborative to: • Improve the implementation and delivery of the program (process evaluation); • Report on the achievement of the program outcomes (outcome evaluation); • Understand the program’s impact in the context of HEC’s strategic Focus Area of care closer to home and community with safe transitions; and • Enhance the capability and capacity of participating communities to evaluate their work. The applicant should have experience conducting evaluations and/or research on interventions aimed at supporting people experiencing homelessness and/or populations experiencing structural and social vulnerabilities. The ideal evaluation approach should involve a thoughtful, trauma-informed approach to stakeholder engagement, particularly to value the expertise of those with lived/living experience and underserved communities who are traditionally not included in program design and evaluation. The evaluation approach should aim to empower participating communities and their clients to transform the programs and policies serving the sector. Strong awareness of systems of oppression, structural determinants of health and systemic racism will be critical to situating this work.
