The Federal Highway Administration (FHWA) intends to award a sole source purchase order to NAC Image Technology for four high speed digital video cameras for the NAC high speed digital video camera system utilized at the Federal Outdoor Impact Laboratory (FOIL) for FHWA's Turner Fairbank Highway Research Center. The FOIL has purchased camera equipment from a single source over the years, with the most recent purchases have been for NAC Memrecam GSX cameras. To accurately capture the impact events during a crash-test these cameras all must be synchronized to each other as well as to the other instrumentation collecting data. This synchronization is performed through a proprietary software created by NAC Image Technology, and it will only allow connection to their cameras. To be able to utilize the equipment already available at the FOIL, which includes 4 high speed digital video cameras as well as their control system and computer, the purchase of new cameras will have to be
conducted through NAC Image Technology. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $150,000.The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
