Description:
This PROJECT IS A REQUEST FOR PROPOSAL and includes:  GENERAL, HVAC, PLUMBING AND ELECTRICAL CONSTRUCTION.
PROJECT TITLE:  This project (DGS 251-45, Phase 1, Northbound, Site 47) is being advertised together with another project (DGS 251-46, Phase 1, Southbound, Site 48), entitled "Renovation of Safety Rest Areas, Site 48, I-81 South Bound." This is due to the similarity of the buildings and their proximity to one another.
Requested Cost Submittals will be the combined prices for the (2)
two projects. The work of both projects will be awarded to one set of the (4) four prime contractors, based on Proposals with combined prices. A single General Construction (.1) Contract, a single HVAC Construction (.2) Contract, a single Plumbing Construction (.3) Contract and a single Electrical Construction (.4) Contract will be awarded for these two (2) Projects based upon the Proposal selection. Proposers must acquire documents for both projects and submit Proposals for both projects combined.
The project consists of constructing new safety rest areas including extensive site and utility work, facility improvements plus demolition of existing buildings. Both DGS 251-45 Ph 1 and DGS 251-46 Ph 1 contracts include architectural, civil and structural construction plus other construction operations traditionally recognized as General Construction. It also consists of administrative and coordination responsibilities for the entire project. It involves site improvements, demolition of existing rest area and structures (with removal and disposal of hazardous materials); and new rest area facility building and water treatment building construction. ESTIMATED RANGE:  Over $10,000,000.00
Liquidated Damages = (.1) $2,750.00 per day, (.2) $750.00 per day, (.3) $270.00 per day & (.4) $500.00 per day.

A PRE-PROPOSAL CONFERENCE has been scheduled for Wednesday, May 22, 2019 @ 10:00AM PennDOT Safety Rest Area Site 47 I-81 NB, East Hanover Township, PA 17028.
(Rain Date:  Friday, May 24, 2019 @ 10:00AM at NB I-81 Rest Area Site 47).
All potential proposers are invited and urged to attend this Pre-Proposal Conference.
There is no Bid Guaranty required for this Project.

Mailed proposals must be received by the Department of General Services on the 2nd Floor of the Arsenal Building, 1800 Herr Street, Harrisburg, PA, prior to the Proposal Submission Deadline Date and Time regardless of method of delivery used.  No proposal shall be considered if it arrives after the Proposal Submission Deadline, regardless of reason for the late arrival.  All envelopes containing proposals must be clearly marked “PROPOSAL” and must include the address of the Proposal Submission location, the assigned contract, the proposer’s name, address, project name, project number and the Proposal Submission Deadline Date and Time.  Mailed proposals include proposals submitted through the United States Postal Service or through an express mail service.  If the prospective proposer chooses the USPS as the method of delivery, please note that the USPS does not deliver directly to the Department of General Services, it is delivered to a processing area.  Therefore, please allow an additional seven (7) calendar days for delivery.  Proposals delivered in person by the proposer or through an authorized representative will be received by the Department of General Services, on the Third Floor of the Arsenal Building, 1800 Herr Street, Harrisburg, PA from individuals presenting picture identification and providing evidence of his/her authorization from the proposer to deliver the proposal on behalf of the proposer, no later than the Proposal Submission Deadline.
