Request for Qualifications Date: 11/30/2022 Quotation Number: Pole Inspections Specification/Quotation Documents For: Pole Inspections & Treatment Remediation RFQ Due Date: 12/13/2002 @ 02:00 pm To avoid any delay, we encourage you to send responses ahead of the deadline. Responses will not be opened until the stated date and time. 1 Overview of the Requirement The main objective of this RFQ is to determine which pole inspection contractors have the experience, capability, and resources to supply all labor and materials to inspect, test, treat and manage a wood pole inspection and treatment program. The project, once a contractor is selected, is to inspect all Johnson City Energy Authority dba BrightRidge owned utility poles over a 10 year period. Johnson City Energy Authority dba BrightRidge owns approximately 63,300 poles, so this program will inspect approximately 6,300 poles per year. BrightRidge serves over 81,000 customers within Washington, Sullivan, Carter, and Greene counties in Northeast TN. Johnson City Energy Authority dba BrightRidge is a not-for-profit, public power provider and is the tenth largest of TVA’s 155 local power companies and the 38 largest municipal electrical system in the United States. 1. Request for Qualifications 1.1 Inquiries All enquiries related to this RFQ are to be directed, in writing, to John Cole at johncole@brighridge.com and Mark Eades at meades@brightridge.com. The subject line should reference “BrightRidge Pole Inspection RFQ”. Information obtained from any other source is not official and should not be relied upon. 1.2 Closing Date Electronic responses must be received by 2:00p.m. EST on 12/08/2022 at sealedbids@brightridge.com . 1.3 Late Responses Late responses will only be considered if an extension is requested 24 hours in advance. 1.4 Qualifications Review Committee This RFQ will be evaluated by the Engineering Department of the Johnson City Energy Authority dba BrightRidge. At our discretion we may seek assistance and advice from other entities such as other electric utilities, organizations, or individuals we feel will make a positive contribution to this process. 1.5 Review and Selection The RFQ is being used for pre-qualification purposes. The goal of the Qualification Review Committee is to evaluate contractors who have a minimum of 10 years of experience inspecting wood poles and are the best qualified to meet the standards of the Johnson City Energy Authority dba BrightRidge. mailto:johncole@brighridge.com mailto:meades@brightridge.com. mailto:sealedbids@brightridge.com 2 1.6 Signed Responses Documentation included in this RFQ binder must be completed by authorized personnel. 1.7 Acceptance of Responses The purpose of this RFQ is to determine which pole inspection contractors will be allowed to participate in the RFP process. The RFQ is not a binding agreement to purchase goods or services. Responses to an RFQ are assessed in light of the qualification review criteria and, if chosen for the shortlist, will be contacted for the RFP. 2. Services All respondents should address their ability to perform an inspection program by providing a list of five (5) references of projects that have been completed within the last ten (10) years. These references should be specific to the pole inspection and treatment business and be projects that are of similar size, scope, and complexity. The contractor shall furnish all supervision, labor, tools, equipment, report forms, field data collection devices, transportation, and material necessary for the inspection and treatment of Johnson City Energy Authority dba BrightRidge poles. Every member of a contractor crew must show courtesy and respect and relate positively to Johnson City Energy Authority dba BrightRidge poles customers and their property at all times. It is essential that such individuals exhibit a professional, customer-first attitude and behave accordingly. At least one member of such crew must have the ability to communicate fluently (writing and speaking) in English. The contractor must provide information on all documented programs/policies conforming to EPA,OSHA, DOT along with all Federal and State pesticide regulations.. 3. Evaluation Criteria The review committee will evaluate the following information: A. Years of experience in the field of utility pole inspection and treatment. Include company history and methodology of wood pole inspection. B. Evaluation of references and quality of past work as described in section 3. Also include the experience and qualifications of staff members. C. Written reports and other forms of documentation that validate your Company’s ability to successfully meet the goals of the project. D. Please include documentation that your company’s business licenses, certifications and necessary authorizations to perform the described type of work in Washington, Sullivan, Carter, and Greene counties in Northeast TN is up to date and in good standing. E. Provide an updated list of all TVA Distributors, along with their contact information, who your Company is currently or has previously been involved with an inspection and treatment program. We reserve the right to contact any of these companies. 4. Conflict of Interest Please disclose any possible conflicts of interest, in writing, to the review committee who will consider the nature of the respondent’s responsibilities and the degree of potential or apparent conflict in deciding the course of action that the respondent needs to take to remedy the conflict of interest. “A conflict of interest exists wherever an individual could benefit directly or indirectly from access to information or from a decision over which they may have influence and also includes a perceived conflict where someone might reasonably perceive there to be such benefit and influence.”
