This is a sources sought notice. The U.S. Coast Guard intends to award a 5-year sole source IDIQ contract to Hensoldt, Inc. to provide sustainment and maintenance support for the Hensoldt propriety TRS-3D/ES (also known as the AN/SPS-75) Air Search Radar system installed on USCG National Security Cutters (NSC) and at training Center (TRACEN) Petaluma, CA. Given the complexities of the system and the use of proprietary software, Hensoldt, Inc. is the only company capable to provide the support and hardware that will interface to the cutter's equipment. A justification and approval would be issued under the authority FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.The TRS-3D/ES is fully coherent multi-mode phased array C-band radar capable of fully automatic detection, track initiation, and classification of various types of targets. In order to sustain the radar outlined above, the OEM Contractor is responsible for:i.
Supporting Depot Level Maintenance and Supportii. Providing urgent remote technical assistanceiii Providing urgent on-site technical assistanceiv. Providing spare partsv. Providing repair or replacement services for system componentsvi. Providing up to date system documentationvii. Performing annual system performance tests on deployed systemsThe place of performance for this support is primarily at USCG bases across the USA.The anticipated North American Industry Classification System (NAICS) code for this requirement is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million.This sources sought notice is issued solely for market research purposes and to determine whether there are any other sources that can support the radar system. The Coast Guard believes that Hensoldt, Inc. is the only contractor capable of supporting this system without causing unacceptable delays and putting lives at risk and due to the proprietary nature of the system and software.Companies that believe they have the capability to sustain the existing system may submit a capability statement, detailing how they would support these systems by June 2023. Companies must also detail how they would gain access to proprietary Hensoldt, Inc. software elements, or reproduce existing software, to support the radar systems. Companies must explain their design, integration, verification, testing and certification functions and provide a timeline to meet the schedule; they must also explain how an otherwise acceptable solution from the company would be price competitive with Hensoldt, Inc. The capability statement shall also include the company's System for Award Management (SAM) Unique Entity Identification (UEI) number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information.This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.Please submit capability statements via email to the Government Point of Contacts listed below no later than 11:00AM Eastern on 03/31/2023. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
