This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5, Simplified Procedures for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation on an SF1449 will not be issued. The solicitation number is N6264519Q0028. The solicitation is issued as a Request for Quote (RFQ). Provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-003 are incorporated. This is not a small business set-aside and all qualified vendors are encouraged to submit a quote.The Naval Medical Logistics Command (NMLC) requests responses from qualified sources capable of providing an Automated Flow Cytometer meeting the following essential characteristics:ESSENTIAL CHARACTERISTICSThe requirement is for one (1) Cytometer, Automated, Flow for Naval Medical Research Unit Dayton (NAMRU-D). The system will be used to measure the effects of environmental exposure and toxicological hazards in cells and tissues, and assess the changes in gene expression patterns. The system shall include at least four (4) mounted lasers of wavelengths including 488nm (blue), 640nm (red), 405nm (violet) and 561nm (yellow-green). The system shall be capable of simultaneously detecting at least sixteen (16) colors, including two (2) blue, three (3) red, six (6) violet, and five (5) yellow-green. The system shall include the necessary optical filters and mirrors to facilitate the designated detection. The system shall be capable of cell sorting. The system shall include an instrument table. The system shall include a workstation with all necessary equipment, software, and licensing to operate the instrument and analyze the data obtained. The workstation shall include two (2) nineteen inch (19") minimum liquid crystal display (LCD) monitors. Installation, onsite user training, one (1) year warranty, and sufficient consumables to begin operation after installation are required. The power requirement is 120 VAC, 60 Hz.The system shall be installed in compliance with the Occupational Safety and Health Administration (OSHA) requirements. Contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.
