COMBINDED SYNOPSIS/SOLICITATION Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of a leased semi-truck to be delivered to the Cliffside Helium Reserve Facility in Amarillo, TX. (i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation is being issued as request for quotation (RFQ). Submit written quotes on RFQ Number 140L062Q0007. This solicitation is being issued in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. (iii) The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition

Circular 2020-01 effective November 12, 2019. (iv) This solicitation is being issued as Total Small Business Set Aside. The NAICS associated with this solicitation is 532120, Truck, Utility, Trailer, RV Rental and Leasing, with a size standard of $41.5m. (v) This combined solicitation synopsis is for the purchase of the following commercial item(s): a. Leased, Semi-Truck, Heavy Duty Hauler Location Address for Deliveries: Cliffside Gas Field 13301 Brickplant Road Amarillo, TX 79124 (vi) FAR Provision 52.212-1, Instructions to Offerors ¿ Commercial Items, applies to this acquisition. A potential offeror shall read and comply with all of the requirements. See Attachment 4, Instructions for Quotes for additional information. (vii) The basis of award will be Lowest Priced Technically Acceptable. All quotes will be evaluated on a pass/fail basis to ensure that they meet the requirements in the solicitation package. The award will be made to the responsive, responsible vendor whose quote, confirming to this solicitation is the most advantageous to the Government. To be eligible for award, the vendor must be deemed responsible in accordance with FAR 9.104, provide all documentation/information required in this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the vendor being ineligible for award. (viii) The vendor shall be active in SAM and ensure that their Representations and Certifications are up to date. If a vendor does not have an active SAM registration, they shall complete FAR clause 52.212-3 and include it with their quote. (xii) Quotes are due no later than Friday, 13 December 2019 @ 11:00 am (MDT). Quotes shall be submitted in accordance with the instructions listed in Attachment 4.
