Scope of Work
The City of Palm Bay, Florida is seeking proposals for a Lockbox Service Provider. The lockbox services requested will be utilized by the Utilities Department. Currently the Customer Service division of the Utilities Department bills 33,745 water and sewer customers on a monthly basis in four cycles. Sanitation and storm water charges will be added to the monthly bills of customers who have water & sewer service with the City. An additional 41,200 accounts that do not have water & sewer service through the City will receive a quarterly bill for sanitation and/or storm water utility services.

The City’s current lockbox service provider processes approximately 36 percent of the City’s monthly customer payments.

Request for Proposals are being requested for the following reason:

1) To allow the City to obtain standard terms and price guarantees for a fixed period of time;
2) To allow providers of lockbox services, located within the State of Florida, an opportunity to provide services required by the City; and,
3) To acquire the services of a provider that will ensure that customer payments are processed accurately and timely.
