City is seeking proposals from qualified executive search firms, or individuals, to assist in identifying and recruiting candidates for the positions of Public Works Director and Parks & Recreation Director. RFP Announced: January 30, 2019 Proposals Due: February 13, 2019 at 2:00PM (PST) The City of Redmond, Washington (the “City”) requests interested parties to submit proposals for the above referenced Request for Proposals (RFP). Background The City of Redmond, WA is a suburb of Seattle and hub for residential and employment growth due to its strong technology business sector. The City encompasses an area of over 17 square miles and is located less than 20 miles east of downtown Seattle. The City has two urban growth centers in Downtown and Overlake Village, which are expected to grow significantly in the next 20 years. Today, the City has about 61,000 residents and 85,000 jobs and by 2030, it is expected to have 78,000 residents and 119,000 jobs. During peak business hours, the
City’s population nearly doubles in size. The City is interested in contracting with a qualified firm to support the identification and recruitment of candidates for the positions of Public Works Director and Parks & Recreation Director, as described in Attachment A, Position Descriptions. Scope of Work The City is interested in obtaining the services of a professional executive search firm to provide the following services: 1. Meet/work with the Chief Operating Officer (COO), the Human Resources Department and other stakeholders to obtain information regarding the job tasks, responsibilities and the knowledge, skills, abilities and characteristics that will be required of the successful candidates for these positions. 2. Develop a strategy and timeline for recruiting, including outreach for candidates from diverse backgrounds. The following steps should be included in this process: RFP 10632-19 – Executive Recruitment Services Page 2 of 8  Direct informational mailings to key associations and research organizations throughout the nation.  Selected advertising on professional websites and in professional publications.  Networking and direct inquiries with professional sources knowledgeable in the field. 3. With oversight from the COO and Human Resources staff, approve, prepare and place advertisements. 4. Review resumes and make recommendations regarding the finalists. 5. For each of the finalists, conduct a reference check and prepare a written summary focusing on background, experience, and academic and professional qualifications. Through the reference checks, ascertain the strengths and personal dimensions that would qualify the candidates for the positions. 6. With oversight from the COO and Human Resources staff, design and finalize the interview process, interview questions, and panels. Oversee and coordinate participation of the candidates in this process. 7. Participate in the interview process and assist in the final selection and evaluation of the candidates. 8. Notify the applicants not selected. 9. Comply with all federal, state and local rules, regulations, and programs during all phases of the recruitment and evaluation process. 10. If the successful candidates leave employment within the first year, initiate a search with no fee to the City of Redmond, in accordance with the specifications set forth above. 11. The City or Consultant may propose additional tasks as deemed necessary to complete the assignments. Any additional work shall be compensated as agreed upon in the Consultant’s contract with the City. Proposed Timeline The following table outlines the anticipated schedule for this RFP process. The City reserves the right to modify or reschedule milestones as necessary. The City of Redmond – Purchasing & Contracts Division must receive proposals no later than said date and time. Responses received after such time will be returned unopened. By submitting a proposal, respondents acknowledge their satisfaction as to the size, scope and location of the work to be performed. Proposals may be hand-delivered or mailed. It is the bidder’s responsibility to ensure that any mailed responses are received by Purchasing on time. Please place solicitation/RFP number on delivery envelope. There is no formal bid opening. Response Requirements & Format All costs for developing a response to this RFP are the obligation of the respondent and are not chargeable to the City. The respondent must bear all costs associated with the preparation of the submittal and of any oral presentation requested by the City. All responses and accompanying documentation will become property of the City and will not be returned. Proposals may be withdrawn at any time prior to the published close date, provided notification is received in writing to the below listed City agent(s). Proposals cannot be withdrawn after the published close date. Proposals must include all information requested and meet all specifications and requirements outlined in this RFP. The following submittals must be part of your proposal; if any are not included, your proposal may be judged as non-responsive. A committee will evaluate the submitted proposals. During the evaluation process, the City reserves the right to request additional information or clarification from firms responding to this RFP. A complete response will include the following: 1. Executive Summary & Project Understanding – Summarize your proposal and include your firm’s qualifications and contact information. RFP 10632-19 – Executive Recruitment Services Page 4 of 8 2. Recruitment Approach and Process Overview – Provide a brief overview of your recruitment methodology and describe how you will garner information from City staff, source and screen potential candidates, and provide assistance with the City’s selection process. Provide a proposed project timeline showing key milestones. The City is interesting in pursuing these recruitments in as expeditious manner as possible. 3. Qualifications and Experience – Summarize your firm’s qualifications, experience and industry expertise in providing the types of services identified in the scope of work. Include resumes of key personnel with their respective qualifications and relevant experiences (limit to no more than one page per person). Identify experience with governmental agencies, if any. 4. Organizational chart of firm. 5. References – Include a list of references, with contact information, of at least three (3) completed or current recruitments, similar in scope and caliber of candidates, within the last three (3) years. Municipal references are preferred. The City reserves the right to contact references without prior notification. 6. Work Samples – Provide at least two (2) work samples of documents you have produced that are similar to the documents your firm would provide under this contract. 7. Cost – Provide a price estimate, including number of billable hours, hourly rate, associated fees and total cost for each task/set of deliverables. Any expenses that are to be included as part of your proposal must be listed as separate line items and must include both the total anticipated expenses to be claimed and nature of the expenses (such as: office supplies, lodging, meals, etc.). Additionally, provide a proposed advertising budget for these recruitments outlining relevant estimated expenditures. Additional response requirements include the following: 8. The City requires two (2) printed response copies, unbound and on 8.5” x 11” paper. In keeping with the City’s environmental sustainability efforts, no bindings, cover page, or table of contents are required. Use of recycled content paper is preferred. 9. Proposals must be made in the official name of the firm or individual under which business is conducted (showing official business address) and must be signed by a person duly authorized to legally bind the person, partnership, company, or corporation submitting the proposal. A corporation must indicate place and date of incorporation. 10. Provide a statement to the effect that you understand and agree to obtain a City of Redmond business license as a requirement for performing these services. If your place of business is not located within the City limits, but you or your agents will be physically coming into the City to conduct business, call on clients, or provide services, you will need a Redmond business license.
