The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under the Basic Ordering Agreement N00019-17-G-0002 for a 12-month base period, with a 12-month option period, to Bell-Boeing Joint Project Office on a sole-source basis for Flight Test and Evaluation Sustainment Support for the CV-22 aircraft. Flight test and evaluation activities include, but are not limited to V-22 common and CV-22 SOF-Unique software sustainment releases and improved reliability, readiness Engineering Changes, and other requirements as determined by the Government. The 413th Flight Test Squadron, the Responsible Test Organization (RTO), located at Hurlburt Field, Florida, will lead the test activities.Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
