Executive Summary 1.1.1. Introduction The State of New Hampshire, acting through the Department of Safety, is releasing this Request for Proposal (RFP) to solicit proposals for technical consulting services for system support and maintenance as well as software system feature enhancements for the State of New Hampshire Division of Motor Vehicles (NH DMV) VISION System. VISION is a high availability solution that is the official system of record for the NH DMV that maintains an accurate detailed audit history of every transaction, change, and update within the system. VISION is responsible for maintaining the full motor vehicle record for a customer. 1.1.2. Scope of Work (SOW ) Overview The Vendor will be responsible for all technical aspects of the VISION system. VISION is the primary business system used daily to perform most NH DMV transactions. VISION has been developed specifically for the NH DMV with the Microsoft Dynamics CRM platform with a SQL Server database. The operating system is Microsoft Windows with VMware virtual machines. A total of ten (10) IT personnel will be required by this RFP including one (1) Project Manager/Application Architect, four (4) Sr. Microsoft Dynamics and .NET Developers, one (1) Microsoft Developer, two (2) Quality Assurance resources, and two (2) Infrastructure Administrators (Windows and VMWare Administration). Bidders are asked to identify the percentage of staffing required to maintain the existing VISION solution and the percentage of staffing that can be available for ongoing development efforts. In addition this RFP requires rates for additional staff for special projects in response to statutory changes and evolution of business practices. 1.1.3. Optional Project – VISION Cloud Migration During the tenure of this contract, the NH DMV will seek additional funding to migrate the VISION environment to the Microsoft Azure cloud. Vendors are required to provide costs for this project in Appendix E – Pricing Worksheets, Table E1.4 Cloud Migration Estimate based on the project description in Appendix B – Business/Technical Requirements and Deliverables, Section B-6: Optional Project – VISION Cloud Migration.
