Notice of Intent:  The USDA, Agricultural Research Service (ARS) intends to award a sole source procurement to Mississippi State University, JC Longest Student Health Center, Barr Ave McArthur Hall Road, Mississippi State, Mississippi 39762, as they are the sole source for this type of service in this area pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible source and no Other Supplies or Services Will Satisfy agency Requirements .  The award will be for non-personal services to provide medical examinations and health care for the ARS Occupational Medical Surveillance Program (OMSP), as required by OSHA, for the USDA/ARS/SEA, Mississippi State, Mississippi location.  The results of all examinations provided under this program will be safeguarded in accordance with 5 CFR 293, Subpart E, “Employee Medical File System Records.”  The purpose of the Occupational Medical Surveillance Program is to provide medical surveillance for all authorized USDA/ARS
employees who are exposed to hazards, even just occasionally, that could potentially result in a work-related illness. The results of the medical testing and examination will determine if action is required on the part of USDA/ARS to correct actual or potential health problems, and possibly eliminate exposures. The medical provider shall identify problems and determine what changes may be necessary.  The examinations are performed by licensed independent practitioners (LIP) including physicians (MD or DO), nurse practitioners (NP) or physician assistants (PA).The Government intends to award a firm fixed price Purchase Order on or about May 24, 2022, using Simplified Acquisition Procedures.  This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP).  No solicitation document is available and telephone requests will not be honored.  Interested persons may identify their interest and capability to respond to this requirement.  A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.  The Government will consider all responses received by 1:00PM central time, May 23, 2022. Information received will be considered solely for determining whether to conduct a competitive procurement.  Inquiries will only be accepted via email to the Contracting Officer at huron.virden@usda.gov
