The County of St. Paul (the “County”) is seeking tenders for the mixing of up to 45,000 tonnes of Cold Mix Asphalt, including up to 2,000 tonnes of patching (2-16 N2) material as needed (the “Work”), from May 15, 2024 to September 30, 2024 more particularly set out as follows: The mixing of approximately 45,000 tonnes of cold mix asphalt to be carried out in the County’s Richland Pit located at NE 20 TWP 56 RGE 7 W4. The cold mix asphalt is to be mixed on site and on demand in batches no larger than 4,000 tonnes as requested by the County. The patching material shall be mixed, with half being stockpiled in the Richland Pit and the remainder stockpiled in the County’s yard at 5618-57 Street in St. Paul. Batches of patching material to be mixed in batches no larger than 1,000 tonnes. All gravel and oil (sales or refined) shall be supplied by the County of St. Paul. The tender price shall include the use of the proponent’s own loader to feed the proponent’s own mixer, as well as all
mobilization and demobilization costs, and any freight charges. The proponent will have mixing capabilities to supply a product that adheres to the County’s engineering mix design. The gravel must be dried before mixing. The oil temperature must be consistently maintained at a minimum temperature of 125°F going into the mixer. The final product must be between 190°F and 210°F. The volume of production shall be controlled by the County. Mixing will be up to 45,000 tonnes of cold mix asphalt depending on weather, access to materials, and other factors beyond the County’s control. The County cannot guarantee the mixing of 45,000 tonnes. Contract duration The estimated contract period will be 4 month(s), with a proposed start date of 2024/05/15.
