Cape Cod National Seashore is in Barnstable County in the southeastern most region of Massachusetts. The Park spans 40 miles along the outer portion of the Cape Cod peninsula and includes six major public beaches, 12 biking and hiking trails, expansive dunes, ponds, and coastal pine barrens. All the Park’s visitor services are hosted within Barnstable County where the entirety of the Park is located. Cape Cod National Seashore was integrated into the NPS on August 7, 1961, and covers 68 square miles. One of Cape Cod’s oldest golf courses, and perhaps its most scenic, is Highland Links. It is one of America’s golf treasures, perched high along windswept bluffs overlooking the Atlantic Ocean next to the vintage Highland Light. Founded circa 1892-1898, Highland Links has seen more than a hundred years of golf. More significant than its age is Highland’s location; the soil and ecology of the Cape heritage; circumstances keep Highlandit a genuine links course, as close to the Scottish
tradition found anywhere in the eastern United States, with deep natural rough, Scotch broom, heath, and spectacular ocean views. The original “Highland House of Golf Links” was part of an ocean and cottage resort operated for years by the Small family of Truro. First laid out by Isaac Small’s son Willard Small, a redesign was implemented in 1913 by New Yorker and frequent hotel guest J. Henry McKinley. By 1955 the links had been refurbished again by owner Hal Conklin. When the Cape Cod National Seashore (Seashore) was conceived established in the 1960s1961, Highland Links became Federal property. The Concessioner will operate the nine-hole golf course, including golf cart and golf equipment rentals, a pro shop selling golfing equipment and merchandise, and a fast casual food & beverage café, including alcoholic beverage sales. Offeror’s Site Visit The NPS will lead a site visit on Tuesday, April 9, 2024.? Attendance is not required in order to submit a proposal.?Each party intending to attend the scheduled site visit must send an email message to KatieTrudeau (Kathleen_Trudeau@nps.gov), Concessions Specialist, no later than 4:00 p.m. (Central Time) Friday, April 5, 2024, to reserve a spot for the site visit. Attendance is limited to 5 (5) attendees per organization. The email must provide the following information: Name Name of the organization you are representing Primary contact for the organization Names of the other site visit attendees for your organization (maximum of 2 attendees per organization) The NPS will provide further information and additional directions by return email message to the organization's identified primary contact.? Questions Due Questions in response to this prospectus are due in writing by 4:00pm Eastern Time on April 21, 2024 by email to NER_Concessions@nps.gov. Answers to questions received will be published under this Contract Opportunity on https://sam.gov/. Notice of Intent to Propose Notice of an intent to submit a proposal is due in writing by 4:00pm Eastern Time on June 14, 2024, by email to NER_Concessions@nps.gov. Submission of an Electronic Proposal To be evaluated and considered for award of a Concession Contract, the Electronic Proposal must be received by 4:00 p.m. Mountain Time on June 28, 2024. After the Notice of Intent to Propose deadline and prior to the electronic proposal submission deadline, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. See Prospectus Part II Proposal Instructions for details on submitting an Electronic Proposal. Hardcopies of the Offeror’s Transmittal Letter with wet signature.
