currently utilizes a panic / duress alarm system (PDAS). The current system is at end of life and is no longer compliant with OIT requirements. The current network includes, but it s not limited to a vast array of over 280 current cameras and over 60 access control panels and software. This upgrade fully integrates safely into the existing security ecosystem of Avigilon security cameras and access control items. This system is designed to be integrated into the CVAMC public safety radio network which will automatically alert on duty law enforcement officials of an emergency, bringing all security duress reporting and response functions under one security umbrella. It is vital that the CVAMC ensures that all physical security / safety monitoring capabilities are maintained on regular schedule and ensures that any unforeseen lapses in security network capabilities are corrected in a timely and precise manner. Johnson Controls, Inc. currently possesses a maintenance contract that addresses such needs. They are currently authorized to conduct programming, maintenance, or software upgrades within the police service s existing security system. Johnson Control s, local vendor did the initial installation and maintains all security cameras and access control items associated with the Cincinnati VAMC, Dayton, and Columbus medical centers. A maintenance agreement was established because of the unique challenges associated with the installation and maintenance of security devices within the dynamic environment of the Cincinnati medical center. Due to the large amount of programming of existing hardware that JCI has previously installed, the local JCI office is the only integrator that can support the successful deployment and completion of this particular Lynx System project. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
