Introduction : Using existing evidence to inform the design, implementation, scaling up, and evaluation of national agricultural insurance programmes in the frame of climate adaptation.This assignment seeks to use existing evidence on agricultural insurance on the impacts and contributions of agricultural insurance to top priority development outcomes from impact assessments and/or evaluations, monitoring reports, and any available research and grey literature from developed and developing countries. Even if new evidence will not be generated by this assignment, research questions that can address the need for generating new evidence, in the frame of climate adaptation, can be formulated. This assignment focuses on fine-tuning, shaping, and packing existing evidence in a way that can be effectively used and delivered by policymakers when engaging internally for decision making and with different external audience from the public and private sector. The evidence-based pitch should
highlight the role of government in the design, implementation, scaling up, and evaluation of national agricultural insurance programmes while taking in consideration the market dynamics of each country. A strong focus is paid to the role or potential role of agricultural insurance in building financial resilience of smallholder farmers towards climate adaptation. Global evidence will be showcased with a particular attention to countries where implementation of national programmes will be supported by UNDP IRFF as Bangladesh, Ethiopia, India, Tanzania, and Uganda.This assignment will produce the following outputs: A. A generic version of the evidence-based pitch on agricultural insurance for policymakers from relevant ministries and regulatory agencies, containing a detailed list of references for each quotation and evidence piece. B. A short manual to provide specific guidance, in the form of key questions, on how to adapt the generic version, using relevant evidence, when engaging with specific target audience namely ministries (Agriculture, Finance, Environment, etc.), donors, foundations, investors, value chain actors, and insurance industry. C. A list of indicators, and expected outputs and outcomes, of agricultural insurance programmes within climate adaptation framework. D. A methodology and general framework for the development of a Monitoring and Evaluation (M&E) and/or Impact Assessment tools for agricultural insurance programmes. The outputs will be disseminated through a global platform, currently on an early design stage, and will be available, as a public good, to the benefits of policymakers and stakeholders who want to engage with their governments and agricultural insurance markets worldwide in using agricultural insurance as a tool for public policy and for achieving top national priorities and development outcomes. From the second half of 2024, the evidence-based pitch and M&E and impact assessment tools will be pilot tested in at least four countries where broader in-country implementation is fully lead by UNDP Country Offices.
