Added:Jun 05, 2019 9:57 pmThis is a pre-solicitation notice prepared in accordance with the format in FAR, as supplemented with additional information included in this notice.Synopsis is as follows.A separate written solicitation M67400-19-Q-0005 will be posted as a Request for Quotation (RFQ) on or after 06 June 2019.This RFQ was previously posted on GSA eBuy as Small Business Set-aside.The Government determined to re-post this solicitation on Federal Business Opportunities (FedBizOpps) seeking full and open competition with the change of Acquisition Set Aside from "Small Business" to "Unrestricted."This solicitation is the conformed copy of the original solicitation with three (3) amendments incorporated.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02TA and DPN 20190215.DPAS Rating is DO-S10. The North American Industrial Classification System codes are 541511.The Government's requirements are for the
procurement of Web Development services in support of 3rd Marine Division (3d Mar Div) located in Camp Courtney, and 1st Marine Aircraft Wing (1st MAW), III Marine Expeditionary Force (III MEF) located in Camp Foster Okinawa.The Government requires web development expertise, focused on information sharing and collaboration portals at the two headquarters locations to significantly improve Command and Control (C2) and situational awareness capabilities. Both organizations require a collection of standardized, extensible, reusable site definitions, functional templates, and web parts, providing a graphical Battle Command Display (BCD) or "dashboard" of information which enables effective information management, shared battle space awareness, tactical planning template, and informed decision-making/assessment processes in collaboration "centers" that support the Commands.Collaboration between 3D MARDIV and 1stMAW will be required as needed in the maintenance of content management for public facing Internet websites.The Government may make single award to the responsible offeror whose quote, conforming to the solicitation will be most advantageous to the Government.Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition.Responsible Offerors must be active in the System for Award Management (SAM) in accordance with DFARS 252.204-7004Alt I unless you qualify under an exemption.DUNS, TIN and CAGE Code must be written on submitted offer.The solicitation (Request for Quotation), when released, will be available electronically at the following web sites
