The Office of Treasury Procurement Services (OTPS); Operations Support Branch, intends to negotiate a sole-source acquisition with Fitch Solutions for subscription services to Fitch Connect with the approximate start date of May 22, 2019. This subscription will include online access to tools that synthesizes legislative activity, regulatory rulemaking, and other government-related data in a single source. This subscription is unique because it offers the government's specific need of a tool that will allow access to international financial institutions (banks, insurance companies, leasing companies, etc) data. Fitch Solutions (Banking) can highlight sector-specific performance metrics while standardizing financial statements to make comparisons across multiple companies and link that data using unique identifiers into one report and allow viewing and exporting of financial data as reported by each company to be aligned over time for seamless comparison across periods and trace back
the information to its source document for easy auditing.Fitch Connect provides access to proprietary reports as well as propriety data both of which are only published by Fitch Solutions - Fitch Connect.A twelve (12) month base and four (4), twelve (12) month option periods are contemplated for this acquisition. These services are currently in place.No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EDT on April 4, 2019. Responses shall be submitted to Angela C. Ortiz at angela.c.ortiz@irs.gov.Responses shall include, at a minimum, the following information:1. The name of your company;2. Company DUNS No and CAGE Code;3. Point of Contact, and secondary contact, information;4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and,5. A description of that product(s) and its overall capabilities.It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Bloomberg products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
