This is NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.Purpose:The NIH, NLM and Unified Communication and Collaboration (UCC) Services, in accordance with FAR 6.302-1(b)(1)(i) intends to award a Firm Fixed Price sole source commercial contract to Vidizmo, LLC, or an authorized reseller, for video streaming, content management, and content archiving based on the following capability requirements:Commercial Off the Shelf products that will meet the NIH’s unique Federal Risk and Authorization Management Program (FedRAMP) requirements for video streaming and
content management.Able to meet FedRAMP compliance requirements, the ability to integrate with NIH collaboration tools.Able to incorporate NIH-specific custom workflows and NIH enterprise Single Sign-On (SSO) authentication, as well as access control for meeting and event requests submitted by customers to the UCC Video Team.Able to integrate with NIH enterprise collaboration tools, including Enterprise Tube, Zoom, Cisco Webex, Microsoft (MS) Teams, ServiceNow IT Service Management (ITSM), and MS Power Platform dashboard.Able to customize the SaaS solution to enable information sharing, data, and requirements.Has Software as a Service (SaaS) and Virtual Private Cloud licensing optionsAccessible across every mainstream web browser and Internet browsing platforms (iPads, smartphones, tablets, laptops, desktops, etc.).Is FedRAMP Moderate Authorized as required by NIHIs compliant with NIST SP 800-53Rev5 Security and Privacy Controls requirements.Authentication and Authorization (A&A) supports role-based access control for users, integration with NIH Enterprise Single-Sign-On solutionHas the ability to limit access to guest/visitor/anonymous users to only publicly available assets and content.Has a UCC Video Portal Home Page that can be customized to meet NIH requirements for page features, content, and navigation.Supports video lifecycle activities including Live Event recording/viewing to Video On Demand (VOD) capabilities for basic playback/seek, caption controls, download, etc.Video Content Page: comprises of a single page that represents a video playback experience for the life of the video and shall contain relevant information about the event (metadata/links).Allows for different types of users to access content with options to download videos they have access to.The VOD solution has the follow features to support the NIH community: Access and Manage Upcoming Events and Archived Events; Access to Digital Assets; Reporting on data points for users and administrators of the system to understand view, usage, and statistics from the VOD; and Content Management.Has the capability to manage and process requests by administrators of the application including but not limited to user access, scheduling, helping with stalled users in queues, post-production video services, and white-glove service for video streaming events.Has a workflow solution for disparate customer requests such as VOD services, Live Event services, White Glove services, Captioning Requests, or any combination thereof.This Sources Sought Notice is intended to inform the NIH on the current status of industry sources that can provide the aforementioned equivalent video streaming and content management capability requirements. The responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible.Submission Requirements:Interested parties may identify its interest and ability to meet the capability requirements. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. The following is required in the response to this Sources Sought Notice:Company Commercial And Government Entity (CAGE) Code, System for Award management (SAM) Unique Entity ID, General Services Administration (GSA) Multiple Award Schedule (MAS) Numbers, SAM registered name, address, point of contact and their telephone number and e-mail addressAny small business socioeconomic status such as, 8(a), Historically Underutilized Business (HUB) Zone, veteran-owned or women-owned.Indicate which North American Industry Classification System (NAICS code(s) your company usually performs under for Government Contracts.The Government believes the most appropriate NAICS code for this requirement is 541511 Other Computer Related Services. Is the most appropriate? If not, please suggest a more appropriate NAICS code.Any contractor GSA Schedule contracts and/or other Government-Wide Acquisition Contracts (GWACs) by which all of the capability requirements may be met, if applicablePoints of Contact Information (Technical and Administrative), including names, titles addresses, telephone and fax numbers, and email addresses.Statement of capability demonstrating your firm’s ability to meet the capability requirements stated previously.Responses shall not exceed 15 pages including the cover page and shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that has not been requested and are not relevant or essential in demonstrating the company’s ability to provide the required services.
