The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Personal Services Contractor (PSC) Statement of Work (SOW) U.S. Embassy San Salvador, El Salvador Senior Law Enforcement Advisor (SLEA) - Citizen Security FS-02 (GS-14 Equivalent) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT Mission of the U.S. Department of State: The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL’s mission is to is to keep U.S. citizens safe by countering crime, illegal drugs, and instability abroad. INL’s Office of Western Hemisphere Programs, Central America Regional Security Initiative (INL/WHP/CARSI) team supports foreign assistance programs throughout Central America. The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The purpose of this Personal Services Contract is to fill the new position of a Senior Law Enforcement Advisor (SLEA) - Citizen Security, which will support the Government of El Salvador (GOES) on the full range of enforcement issues and program management, as well as evaluate training, mentor the El Salvadoran judicial system, protect human rights, reduce impunity, and strengthen both the Salvadoran National Police and the National Public Security Academy. The SLEA - Citizen Security will provide technical law enforcement expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve trust and confidence in El Salvador’s civilian police force. The SLEA - Citizen Security will coordinate program development, implementation, and reporting with other El Salvadoran entities, INL advisors, and contractors working for INL El Salvador and, as appropriate, throughout the region. He or she will support interagency (DEA, DOJ, and DHS) coordination in his/her sphere of influence. This is an advisory position. The SLEA - Citizen Security has no law enforcement authority in El Salvador and will not be armed. The SLEA - Citizen Security may conduct field observations of the Salvadoran National Civilian Police but the SLEA - Citizen Security will not directly involve him/herself in police operations and will take all necessary precautions to remain far from the site of any operation where there is a heightened risk to the safety of the SLEA - Citizen Security. DUTIES & RESPONSIBILITIES Under the direct supervision of the Post INL Deputy Director or his/her designee, the Senior Law Enforcement Advisor (SLEA) - Citizen Security will perform the following duties: Reviews the organizational and operational capacities of the various elements of the National Civilian Police (PNC). In consultation with INL advisors, develops a plan of assistance that will promote effective policing practices, in consultation with INL advisors. Fosters collaborative partnerships in the community among the PNC, citizens, and organizations to develop solutions and increase trust with the police. Assists the PNC and municipal security teams to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction. Assesses the training needs of the PNC and municipal security teams and proposes training options for improving the tactics, techniques, and procedures of host nation public security agencies. Ensures INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, Integrated Country Strategy, and similar documents. Provides advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. Provides oversight and supervision of other INL foreign assistance programs, Locally Employed Staff, and PSC personnel, and provides contractual oversight for Third Party Contractor (TPC) staff, as directed by the INL Director and/or Deputy Director. Provides input to INL for the F Budget process, including development of strategic, operational, and budgetary plans. Assesses and analyzes the organizational and operational capacities of the police patrol units, including working relationships with citizens and community groups. Assesses and analyzes the organizational and operational capacities of the police academy and training units and/or similar units, including practices, technology, diversity, inclusivity, and accessibility. Provides expertise and advice related to the professional development, training, and organizational structure to increase the effectiveness of Salvadoran police citizen security units. Supports INL Advisors in the development of a plan of assistance promoting effective policing practices for the PNC, and other similar units as necessary. Fosters collaborative partnerships among the PNC, other agencies, municipal security units, citizens, and organizations to develop solutions and increase trust with the police. Work with the PNC to expand services and responsiveness to underrepresented groups. When required, performs the role of Duty Officer. Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 2. Complete INL SOAR training within the first year of the contract period. 3. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. 4. Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is the US Embassy U.S. Embassy San Salvador, El Salvador. RELATIONSHIPS The SLEA - Citizen Security reports directly to the INL Deputy Director at Embassy San Salvador, El Salvador. The Contract Administrator shall be the INL Contracting Officer in Washington. In no instance shall the INL Deputy Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL Deputy Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent’s official yearly review. COMPLEXITY The SLEA - Citizen Security must be able to review host country law enforcement needs and capacity to increase the scope of operations and information-sharing; develop and manage relationships with multiple INL personnel, law enforcement units, host government officials, and interested parties in Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement units into a coherent and comprehensive transnational approach. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in El Salvador, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor’s Degree or higher from an accredited U.S. university in the fields of Criminal Justice, International Relations, or related subject area; or Twenty (20) years of demonstrated relevant experience to include: Minimum of ten (10) years working overseas coordinating implementing strategic initiatives and delivering foreign police training; Ten (10) years of field work supervising and conducting standard policing operations (U.S. based and transnational) including community policing and intelligence-led policing; Supervisory/management experience at a police precinct or equivalent federal, state, or local law enforcement or military entity; Minimum of three (3) year’s experience assisting foreign police through advising and training of police units; and Experience working with law enforcement in the Caribbean, Mexico, Central, or South America. Demonstrated ability to read and speak Spanish at the professionally proficient level. Demonstrated experience managing program resources in an overseas environment, including project analysis, design, implementation, and evaluation. Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. Proficient in Microsoft Office Suite, including Microsoft Teams. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 2: Program Management and Supervision (20 points) Demonstrated knowledge and work experience with project management concepts, practices, and principles, including budget formulation and execution, to manage projects successfully. Experience supervising and leading a team. Factor 3: Past Performance (25 points) Demonstrated ability to perform the work referenced in this SOW. Experience working with law enforcement and citizen security in the Caribbean, Mexico, Central America, or South America. Experience working in the Spanish language.
