Info Jessica Medina (626) 258-8624 jmedina@elmonteca.gov Bids to Owner's Agent Description Scope of Services The City of El Monte (“City”), on behalf of the Community and Economic Development Department, is hereby soliciting Statements of Qualifications from experienced Consultants to provide On-Call Consulting Services for the following four sub-areas: 1. Environmental Consulting Services 2. Planning Services 3. Architectural Review Services 4. Landscape Review Services The City is seeking Statements of Qualifications from Consultants interested in providing environmental, planning, architectural review, and/or landscape review consulting services for private development projects in addition to public projects as needed in the City. The City will maintain a list of On-Call Consultants who may be selected by staff on a project-by-project basis. The list will include a limited number of Consultants. The list will be revised every three (3) years with optional two (2) one (1) year extensions at the discretion of the Director of Community and Economic Development. The following are the general Areas of Interest that are expected under the on-call services to be provided. It is anticipated that a detailed scope of work will be developed for each individual project/work order, in consultation with the Consultants on the On-Call List. Placement on the On-Call List is neither intended nor to be construed as an offer to enter into a contract. Prospective Consultants should have significant experience, expertise, and familiarity in working with public agencies to provide the service(s) submitting their qualifications for. In addition to specific services identified in this solicitation, it is the intent of the City that the selected firm(s) will provide additional related support, as needed, based on an approved schedule of hourly rates or prior negotiated project specific fees. In addition, upon prior approval from the Director of Community and Economic Development the selected Consultants may from time to time be asked to provide additional related professional support services, as needed, based on approved schedule of hourly rates, or negotiated lump sum price. Other Details The City of El Monte is seeking to create a new list of prequalified Consultants (“On-Call List”), as desired. All interested Consultants are required to submit a response, according to Section 6 “Format Requirements for Submission” to be considered for inclusion on the updated On-Call List. The purpose of this solicitation is to obtain information that will enable the City of El Monte to select Consultants that are familiar with all applicable CEQA regulations, current methods of planning guidelines, perform design review of development projects and be capable of providing work that will enable the City to comply with said requirements. The City requires the services of Consultants to assist in the preparation of environmental documents and current planning projects for various projects and the processing of current and advanced planning projects, as necessary, in compliance with CEQA. This work will require familiarity with CEQA regulations, the City’s General Plan, Municipal Code, Downtown Specific Plan, and Design Guidelines. Each Consultant responding to this solicitation should be prepared to provide such services to the City in a timely manner and on relatively short notice to ensure that the City meets critical, and at times, unpredictable time deadlines and schedules. Each Consultant’s Statement of Qualifications should clearly indicate for which service(s) Consultant would like to be considered. If you intend to provide services for environmental/CEQA, on-call planning services, on-call architectural review, and/or on-call landscape review services please specify that in your Statement of Qualifications. Consultants placed on the On-Call List will have the opportunity to provide their services on a project-by-project basis for both City-initiated and City-reviewed privately developed projects. When it is determined that a project will require on-call services, the City will seek proposals from the On-Call list of Consultants. Consultant selection for specific projects will be determined by the City based on a comparative review of Statement of Qualifications. The City reserves the right to select Consultants not on the list in instances where a firm is uniquely qualified for a particular project. All Consultants meeting these criteria will be placed on an alphabetical list to be maintained by the Planning Division. This list will be updated every three (3) years with optional two (2) one (1) year extensions as needed at which time the City will release a new Request For Qualifications for environmental, contract planning, contract architectural review and landscape review services.
