Snap-On Tools for P-8 Tool Control

The Naval Air Warfare Center – Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price Contract on a Limited-Competitive basis between IDSC Holdings (Snap-On), CAGE 55719, and their approved vendors for the procurement of various Snap-On tools for P-8 Tool Control.The full list of items being procured is included as an attachment below.IDSC Holdings, LLC, Snap On Industrial and their authorized distributors are the only vendors that can provide the tools to meet the Governments requirement. The required tool boxes have been previously designed and purchased by the P-8 program at the squadron level. This effort is a continuation of the tool boxes already in place at the squadron level. The tool boxes are designed for specific maintenance tasks in which training is conducted utilizing these exact tools and the manuals for the repairs have been written to include these tools. In order to ensure that all servicemen are trained on servicing the

P-8 aircraft/equipment and can perform their designated tasks quickly, efficiently and no matter their location, P-8 tools are the same from one squadron to the next. Logistical problems would occur should another manufacturer's tools be used.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.All responsible sources may submit a capability statement, proposal, or quotation, that if received by 12:00 PM EDT on 3 June 2021, shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
