DESCRIPTION:
The Mark Twain National Forest (managed by USDA Forest Service) in Missouri is advertising a construction project for road reconditioning of FR 3263 (Van Winkle) and FR3264 (Mud Pond). Site locations are on the Eleven Point Ranger District in Shannon County. See solicitation and attachments for full description.
Work will include removal of vegetation to open outlet ditches with appropriate construction equipment, mowing and limbing of roads according to specifications, re-establishing double ditch section having a subgrade consistent with current road prism, clean and recondition all outlets and cut ditches no less than 1 foot deep whether identified of not. Spreading and mix with subgrade 1” clean crushed aggregate a depth of 2” and a width of 16’. All disturbed areas outside the roadway, including outlet ditches shall be seeded with a 50/50 mix rye and wheat.
The Contractor will be required to provide all expertise, labor, supervision, tools, equipment,
transportation, permits and incidental supplies as required in the Schedule of Items and Specifications of the solicitation necessary to perform project work. All deliverables must be in compliance with the terms, specifications, conditions and provisions of the solicitation and are to comply with applicable, Local, State and Federal codes.

GOVERNMENT PRICE ESTIMATE:
The Government’s estimated price range for the total of all work is between $100,000 and $250,000. 
LOCATION:
Performance will take place on the Eleven Point Ranger District in Shannon County, Winona Township.
CONTRACTOR QUALIFICATIONS:
Interested parties are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract.  There is no cost for registration in SAM when registration is completed on the official SAM website (
www.sam.gov).
SET ASIDE:
This procurement is set-aside 100% small business concerns.  The NAICS code is 237310 – Highway, Street and Bridge Construction; the Small Business size standard is $39.5 million.
SOLICITATION DOCUMENTS:
Solicitation 1264R420Q0012 is being issued as a Request for Quote (RFQ) and will be awarded as a firm fixed price construction contract.  The solicitation and related documents will only be issued electronically via “Contract Opportunities” on the official U.S. government’s website for people who make, receive, and manage federal awards.  Packages are expected to be available for downloading on or around July 29, 2020 at beta.SAM.gov’s web address:
