THIS IS NOT A SOLICITATION ANNOUNCEMENT, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, OR A REQUEST FOR QUOTES NOR A PROMISE TO ISSUE A SOLICITATION IN THE FUTURE, AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. monitor these sites for additional information pertaining to this requirement.The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision-making process and will not be disclosed outside of the agency. A decision will be made whether to issue any potential solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Women Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Businesses, Total Small Business, or whether to issue as full and open competition (unrestricted). The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to stabilize the soft sandstone arch which is the leading edge of and is immediately adjacent to the alcove roof covering of Spruce Tree House, an Ancient Puebloan habitation site, located in Mesa Verde National Park. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The information provided in the RFI is subject to change and is not binding on the Government. The release of this RFI should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become Government property and will not be returned.1.0 DescriptionThe National Park Service (NPS) in support of Mesa Verde National Park is seeking information from qualified contractors of interest on a project to stabilize the alcove cliff lead edge above the prehistoric Spruce Tree House (STH) cliff dwelling. The nose of the alcove contains a thin arch delineated by a persistent curved crack, which extends about 270 ft north from above the south end of the alcove. The original crack gap between the alcove roof and the back of the arch varied between hairline thin up to roughly five (5¿) feet wide at the widest location. The arch cross section is roughly 10 ft thick (depth) by 20 ft high, at the greatest cross-section. As part of a stabilization project in the early 1960s, this gap was filled with concrete, as discussed below.Spruce Tree House cliff dwelling was constructed in a natural alcove. Both the alcove and the dwellings are in a culturally and environmentally sensitive environment, located directly adjacent (across the canyon) to the park headquarters district. A 1960s investigation led to a stabilization program of the southern half that included rockbolts and a thorough cleaning and filling of the crack with concrete along the complete length of the arch. Recent detailed engineering analyses (3-D finite difference method) indicate that the existing 1960s era stabilization is nearing the end of its life cycle and may fail. A stabilization design of installing additional longer and reticulated rockbolts to stabilize the main arch, shorter rockbolts to stabilize individual arch rock blocks, selective vegetation removal and rock scaling of the cliff, treatment of the crack between the arch and alcove cliff, and instrumentation to monitor the installed stabilization has beencompleted by a geotechnical and structural engineering consultant for the NPS. The analysis and construction plan, as presented in the construction drawings and specifications, shall be followed for the stabilization.The geostructural project presented in the construction drawings and specifications and associated work elements shall include, but are not limited to:¿ Site preparations to include two staging areas: one to include a larger nearby (less than 1 mile away from the project site) 1.1 acre main staging area and field office complex, and the 0.5 acre project construction area for needs of the daily work within the project construction limits, with access of approved vehicular type and traffic.¿ Plan and install system(s) to protect natural resources within the project construction limits including vegetation, soils, and exposed rock surfaces.¿ Plan and install system(s) to protect Spruce Tree House cliff dwelling and other cultural resources delineated within the project construction limits.¿ Selective removal of up to 20 small trees and approximately 100 sq. feet of vegetation embedded in and on the cliff face.¿ Selective scaling of designated rock pieces, with total surface area of approximately 360 sq. feet of the cliff rock surface with an average thickness of two (2¿) feet. Appropriate protection of the existing alcove rock surfaces and ground features below the scaling work shall be provided by the contractor.¿ Installation and maintenance of erosion and sedimentation control measures within the 1.1 acre nearby staging and field office area and the 0.5-acre project construction area, both on top of the alcove and below along the canyon edge.¿ Preconstruction installation, at agreed upon locations within the project limits, and testing of up to five (5) installed tensioned rockbolts and 3 passive anchors for verification of design assumptions.¿ Preconstruction mock-up panels and/or on-site patching demonstrating patching material coordination of color and texture, and methods of installation and application for anchor recessed holes for bearing plates. There will be enough example patches to be representative of the range of colors and rock surface conditions for this project.¿ All drilling for rockbolts or anchors shall be conducted with non-impact drill methods and drilling in the dry, with HEPA air filtration systems to capture a minimum of 95% of the cuttings dust.¿ Installation (drill hole diameter = 2.5¿), tensioned (48 kips lock-off), and Portland cement grouting of rockbolts. 76 - 1 3/8¿ diameter 20-foot long R1H hollow-core spin lock-off grouted rock bolts (Gr. 80) by Williams Form Engineering Corp., or approved equal, with recessed anchor plates, in the cliff face.¿ Installation (drill hole diameter = 1-1/4¿) and resin grouted passive anchored rockbolts. 23 - #7 (7/8¿) diameter 8-feet long R61 (Gr. 80) All-thread Rebar by Williams Form Engineering Corp., or approved equal, with recessed anchor plates, in the cliff face.¿ Installation (drill hole diameter = 1-1/4¿) and resin grouted passive anchored rockbolts. 17 - #7 (7/8¿) diameter 7-feet long R61 (Gr. 80) All-thread Rebar by Williams Form Engineering Corp., or approved equal, with recessed anchor plates, in the cliff face.¿ Installation (drill hole diameter = 3/4¿) and resin grouted passive anchored rockbolts. 36 - 5/8¿ diameter 4-feet long All-thread Rebar with a material grade that conforms to ASTM F593, Alloy Group 1, Condition CW1, Type 304 with a recess in the cliff face.¿ Installation (drill hole diameter = 3/4¿) and resin grouted passive anchored rockbolts. 15 - 5/8¿ diameter 8-feet long All-thread Rebar with a material grade that conforms to ASTM F593, Alloy Group 1, Condition CW1, Type 304 with a recess in the cliff face.¿ Installation (drill hole diameter = 3/4¿) and resin grouted passive anchored rockbolts. 29 - 5/8¿ diameter 6-feet long All-thread Rebar with a material grade that conforms to ASTM F593, Alloy Group 1, Condition CW1, Type 304 with a recess in the cliff face.¿ Placement of dry-packed cement-based mortars to provide encapsulation and corrosion protection to new rockbolts that custom match the surrounding rock surfaces.¿ There shall be treatment of portions of the lower exposure of the 1960s era concrete in-fill of the crack between the back of the arch and the alcove cliff (along the crack). Crack shall be cleaned with power washer (20 psi, max.) and dried by compressed air (20 psi, max.) only in area where horizontal joint seal is to be installed. A horizontal joint seal will be installed, with the minimum height equals the width of the existing crack. Polyethylene drain tubes (1/2¿ diameter) shall be installed in the horizontal joint seal at twelve (12¿) spacing, approximately flush at the top and extending downward roughly four (4¿) inches below the bottom of the joint seal. Prevention of any spillage is required, where the contractor is responsible for cleaning any spillage and restoration to original conditions. Approximate length = 100 feet.¿ Installation of geotechnical instrumentation including up to seven (7) vibrating wire strain gaugeson rockbolts, up to four (4) multipoint extensometers and up to eight (8) vibrating wire crack gauges with remote datalogging and transmitting capabilities to be centralized in either the Park Headquarters or the Chief Ranger Office building, located directly across the canyon from STH.¿ Install two reinforced concrete triangular shaped haunches with rock bolts, each approximately 8 feet long, with triangular side legs of 1.5 feet and 2.5 feet, and 3 feet secured with #7 (7/8¿) diameter 7-feet long R61 (Gr. 80) All-thread Rebar by Williams Form Engineering Corp., or approved equal, that are resin grouted with anchor plates bearing on the back plane and enclosed within the concrete haunches.This project will require extreme care to contain cement grout and only low vibration dry drilling with HEPA type dust capture systems will be allowed for the installation of the rockbolts and other anchors. The work site shall be closed during construction, but pedestrian controls to secure the work site will be required and vehicle traffic control will be required from the contractor to maintain employee and visitor safety along the public roads necessary to access the work site.2.0 Contract InformationThe anticipated firm fixed price construction contract is expected to have a magnitude between $2,000,000 and $3,000,000.Performance Period: Estimated 150 days after the Notice to Proceed. The performance period takes in to account the fact that construction may occur during the autumn, winter and/or spring when the ground is frozen but not wet.The contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary (except as furnished by the U.S. Department of Interior, NPS).3.0 Requested Information & ResponsesAll interested parties should email their interest and capabilities statement to Marcia Fox, Contracting Officer, marcia_fox@nps.gov.
