disaster or other public health emergencies. Shelters provide needed support to healthcare facilities and other responding agencies , allowing them to effectively perform their duties during a disaster or mass casualty event. Without this capacity there is increased risk of negative health outcomes by those affected. Additionally, the shelter could be used to augment isolation and quarantine measures to mitigate the spread of disease, such as pandemic influenza and COVID-19. Proposal: Purchase of 20 Multi-Function Medical Shelters suitable for multiple purposes, including but not limited to:  Large surge capacity triage shelter for triage following a disaster or any mass casualty event.  To serve as an extension of the hospital for isolation of potentially infectious patients in an area outside the hospital building.  To provide temporary hospital bed space for patients awaiting transfer to lower level of care or discharge.  Point of Dispensing for 1st responder prophylaxis, pre or post exposure, that could be set up at any facility in the County.  Temporary climate-controlled hospital morgue in situations with multiple casualties Equipment Requested Requirements:  20 Medical Shelters, as described above should have an interior clearance of at least 18’ wide by 35’ long (other similar sizes may be acceptable). Items to be included with medical shelter as a unit should include but not be limited to:  Sturdy base flooring for each tent with ability to cover electrical wiring or act as HVAC plenum.  Secure and adequate shatterproof fluorescent electrical lighting system sets.  Container(s) for transport  All the necessary conduits, tools, electrical plugs, wires, and connectors.  Provide interior clearance of 18’ wide by 35’ long with 8 entry and egress points, 6 windows, and a capacity to hold 14-18 personnel. Additional Requirements: The department has determined that the equipment requirements above meet the basic standard for effective use of the medical shelters. Functional Requirements of Each Multifunction Medical Shelter:  Made from durable, military grade material, which is heavy vinyl coated material, securely insulated to maintain coolness in excessive heat, flame retardant, UV-blocking, waterproof, anti-tear, and lightweight.  Rapidly deployable with minimal staff.  Low cube design.  Tactical, soft walled shelter that is operational in extreme weather conditions (wind, rain, snow, and extreme heat). Withstand 80+mph wind gusts and temperature range requirements: 0° – 125 °  Must be certified to the State of California Fire Marshall standard of NFPA 701  Chemical resistant. Container(s)for storage and transport, specifications:  Shall incorporate opening for forklift provisions  Removable lid which can be secured with latches and keeper plates  Handles for lifting  Watertight & equipped with a drain plug, breather valves and nameplate  Stackable  Spares/repair kits Description Deliverables: The Multi-Function Medical Shelters with base flooring and lighting systems will be delivered to 14539 Innovation Drive, Riverside CA (Innovation Warehouse) where inventory will be completed, and asset tags will be placed on all equipment (shelter, base flooring, and lighting system) then deployed by EMD Logistics to the healthcare facilities.
