The State seeks proposals for an updated “Recycling Systems Analysis” study evaluating the costs and benefits of various models for the management of beverage containers, including under the existing Bottle Bill and recycling system and under an Expanded Bottle Bill (“EBB”) system. This study must also explore the costs and benefits of an Expanded Bottle Bill under a modernized “extended producer responsibility” (EPR) program model as proposed by H.158 of
