This proposal opportunity is in anticipation of several possible responses to NASA ROSES 2024 program element appendices: Stand Alone Landing Site Agnostic Payloads and Research Investigations on the Surface of the Moon (SALSA/PRISM) and Lunar Terrain Vehicle (LTV). NASA GSFC is developing instrument concepts requiring booms to be proposed for these calls.This partnership opportunity is being issued to select a teaming partner(s) to:Develop the boom concept for the initial proposal submission.Provide information, graphics and text on the boom for the proposal as appropriate.Oversee (including building, integrating, and testing) the complete flight boom system if awarded.The proposed missions are currently in pre-Phase A. This phase ends with proposals that will be due 3 months after the program element is released. If any proposal is selected for implementation, the mission will proceed into Phase A, per NASA Procedural Requirement (NPR) 7120.8A (e.g.

The following schedule should be used as a basis for responses to this opportunity: Partnership Opportunity Document released March 1, 2024 Responses due April 3, 2024 Partner Selection announced ~April 15, 2024 AO Released ~March 2024 Proposal submittal in response to AO ~June 2024 Selection(s) Announced ~Oct 2024 Launch Readiness date ~Oct 2028More detailed dates should be available in the final program element for each instrument concept.Total cost and cost fidelity are important issues for the proposal. The cost cap for this program element is yet to be finalized, and is expected to be ~ $8M with $2M for reserves. Proposed cost shall include the boom development, testing and boom to instrument integration support. Reserves will be held at the Project level and not with the partner.There will be no exchange of funds between the teaming partners for the portion of this partnership opportunity dealing with the preparation of the initial submission to the program element. Funding will be available for subsequent phases should the candidate mission concept be competitively down-selected to move into the next phase. These proposals are expected to be single-step.Upon selection, GSFC may discuss with the partner a further tailoring of roles proposed by respondents in the best interests of the proposal.
