Project: RFP 6101 - DNA Testing Services Ref. #: RFP 6101 - DNA Testing Services Department: Procurement Type: RFP Status: Open Open Date: Jul 5th 2022, 12:00 PM PDT Questions Due Date: Jul 26th 2022, 3:00 PM PDT Contact Information: Ryan Stover, ryan.stover@ventura.org Close Date: Aug 12th 2022, 3:00 PM PDT Days Left: < 1 Project Description:1.1 INTRODUCTION/PURPOSE The Ventura County Sheriff’s Office Forensic Services Bureau (VCSO FSB) is soliciting proposals from qualified vendors to perform forensic DNA analysis on 700 sexual assault kits over a three-year period (400 in year one; 150 in both years two and three). The County also anticipates use of this agreement by its cooperative partners as described further in this RFP. This contract will be in effect for a period of two (2) years subject to all the terms and conditions set forth herein. This contract may, upon mutual agreement, be extended for up to one (1)
additional one (1) year period. Time is of the essence in the performance of this contract. Proposals shall be submitted no later than 3:00 p.m. on July 25, 2022 in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof. Proposals received after this date and time will not be considered. Proposals must be valid for a minimum of ninety (90) days. 1.2 BACKGROUND The County is issuing this RFP for qualified Offeror that comply with the July 1, 2020 revision of the Federal Bureau of Investigations (FBI) Quality Assurance Standards for Forensic DNA Testing Laboratories (2020 QAS) and shall be accredited by the ANSI National Accreditation Board (ANAB) under ISO/IEC 17025:2017 and ANAB Forensic Testing and Calibration AR 3125:2019. Documentation of these requirements must be provided to the VCSO FSB DNA Technical Leader for review. The vendor must also agree to adhere to the National DNA Index System (NDIS) DNA Data Acceptance Standards when performing analysis on VCSO FSB samples. Vendor shall have a current On-Site Vendor Laboratory Visit (OVP) on file with the FBI. Over the past 365 calendar days, Vendor must have continuous employment of a minimum of three (3) qualified forensic DNA analysts. Further instruction are attached in the File section. 1.3 NATIONAL CONTRACT Ventura County, as the Lead Procurement Agency, as defined in Attachment A, has partnered with Axia Coop LLC (“Axia Cooperative”) to make the resultant contract (also known as the “Master Agreement” in materials distributed by Axia Cooperative) from this solicitation available to other public agencies nationally, including state and local governmental entities, public and private primary, secondary and higher education entities, non-profit entities, and agencies for the public benefit (“Public Agencies”), through Axia Cooperative’s cooperative purchasing program. Ventura County is acting as the contracting agency for any other Public Agency that elects to utilize the resulting Master Agreement. Use of the Master Agreement by any Public Agency is preceded by their registration with Axia Cooperative as a Participating Public Agency in Axia Cooperative’s cooperative purchasing program. Attachment A contains additional information on Axia Cooperative and the cooperative purchasing agreement. Axia Cooperative provides shared services and supply chain optimization to state, local, education and other government entities. Axia Cooperative leverages the spend of public agencies nationwide to command the best prices on products and services. With executive support from the supplier along with pricing and sales commitments, Axia Cooperative provides marketing and administrative support for the Supplier that directly promotes the Supplier’s products and services to Participating Public Agencies through multiple channels, each designed to promote specific products and services to Public Agencies on a national basis. Public Agencies benefit from pricing based on aggregate spend and the convenience of a contract that has already been advertised and competed. The Supplier benefits from a contract that allows Participating Public Agencies to directly purchase goods and services without the Supplier’s need to respond to additional competitive solicitations. As such, the Supplier must be able to accommodate a nationwide demand for services and to fulfill obligations as a nationwide Supplier and respond to the Axia Cooperative documents (Attachment A). Ventura County anticipates using approximately 1,000 tests over the full potential Master Agreement term for DNA Testing Services. While no minimum volume is guaranteed to the Supplier, the estimated annual volume of purchases under the Master Agreement through Axia Cooperative is approximately 10,000 tests. This projection is based on the current annual volumes among the Lead Procurement Agency, other Participating Public Agencies that are anticipated to utilize the resulting Master Agreement to be made available to them through Axia Cooperative, and volume growth into other Public Agencies through a coordinated marketing approach between the Supplier and Axia Cooperative. Respondents are not required to do business through Axia Cooperative.
