Papa Email: Timothy.a.papa.civ@army.mil DISCLAIMER:The Utah Army National Guard, in accordance with Federal Acquisition Regulation (FAR) part 13-Simplified Acquisition Procedures, and FAR part 6-Competition Requirements, intends to award a firm-fixed price Blanket Purchase Agreement on a sole source basis to Salt Lake Urban Search and Rescue Task Force for Urban Search and Rescue Training and Support. FAR 6.302-1(a) is being used to solicit this requirement as a sole source requirement. The NAICS used for this procurement will be “611699 – All Other
Miscellaneous Schools and Instructions” with PSC of “U009 – Education/Training” and the SBA small business size standard of $16.5 Million. Salt Lake Urban Search and Rescue Task Force is registered in SAM.gov as a large business and a DD2579 Small Business form has been completed.DESCRIPTION: ***Vendors must be within a 50-mile radius of Camp Williams, UT***The Utah Army National Guard Homeland Response Force has a requirement for Training and Support for the following courses:Rope Rescue Course: This is a 60-hour course taught by certified FEMA instructors. This course will result in the student being certified by Utah Task Force 1 in Rope Rescue levels I and 11 in accordance with NFPA standards. This price includes: all supplies, tool and equipment use, class prep and administrative support, wear and tear on equipment, logistics support, any use of props/location and a Task Force Certification.Confined Space Rescue Course: This is a 40-hour course taught by certified FEMA instructors. This course will result in the student being certified by Utah Task Force 1 in Confined Space Rescue levels I and II in accordance with NFPA standards. This price includes: all supplies, tool and equipment use, class prep and administrative support, wear and tear on equipment, logistics support, any use of props/ location and a Task Force Certification.Trench Rescue Course: This is a 40-hour course taught by certified FEMA instructors. This course will result in the student being certified by Utah Task Force 1 in Trench Rescue levels I and II in accordance with NFPA standards. This price includes: all supplies, tool and equipment use, class prep and administrative support, wear and tear on equipment, logistics support, any use of props/location and a Task Force Certification.Structural Collapse Specialist Course: This is an 80-hour course taught by certified FEMA instructors. This course will result in the student being certified by Utah Task Force 1 in Structural Collapse Rescue levels I and II in accordance with NFPA standards. This price includes administrative support, tool and equipment use, wear and tear on equipment, prop building and resetting, lunch, logistics support, heavy equipment needs (crane & Telehandler), Instruction by a structural engineer and FEMA Structural Collapse Technician Certification.Heavy Vehicle Extrication Course: This is a 40-hour course taught by certified FEMA instructors. This course will result in the student being certified by Utah Task Force 1 in Vehicle Rescue levels I and II in accordance with NFPA standards. This price includes: all supplies, tool and equipment use, class prep and administrative support, wear and tear on equipment, logistics support, any use of props/location and a Task Force Certification.Swiftwater Rescue Technician: This is a 24-hour course taught by certified Rescue 3 International Instructors. The SRT course provides rescuers with the fundamentals of survival in moving water and is recommended for anyone who may be called upon to effect in-water rescues. Students gain knowledge in hydrology and river classifications, size-up, site control and scene management. Practical skills include self-rescue, swift water swimming and the fundamentals of shore, boat and in water rescues. Additionally, students are introduced to the basics of boat handling and the fundamentals of rope rescue including mechanical advantage and anchor systems. To attend this course each student must be a certified Rope Rescue Technician.Rescue Squad Officer: The students in this course learn how to perform as a Rescue Squad Officer (RSO). The RSO leads a squad of Structure Collapse Specialists in the field. Students will learn various styles of leadership skills and will be given the opportunity to demonstrate/practice those skills during a full SCS course.USE FEESMagna Use Fee: This line item compensates for the use of fuel, materials (i.e.: concrete, lumber, etc.), consumables for power equipment (i.e.: drill bits, saw blades, etc.) used during the initial configuration and the reconfiguration of each lane between each iteration, and dumpster or construction waste removal. This does not include any labor cost. It will be used per hour that CERFP personnel are operating on the Magna training site.Training Staff Man Hours: This covers all work hours in direct support of Utah Army National Guard training events by provided Instructors, Logistics Personnel, Safety Officers, Site leads, or other personnel.Site Prep/Site Clean-Up: This covers the work hours required to conduct site planning, preparation, and site clean-up following an event. Typical use over a standard drill weekend event would be 20-30 hours.Administrative Oversight Fee: This covers work hours required for supervisory staff to be on site, if required, to address contractual, operational, or safety conflicts at the Magna site. This fee is an "as required" fee. Inclusion of this fee following approval of contract documents is only authorized with verbal or written approval of the contracting officer.Vehicle Fee’s: This covers the usage of Task Force Vehicles when needed to transport instructors and equipment to UTNG training facilities at Camp Williams.INTEREST PARTIES:Interested parties may identify their interest and capability to respond to this requirement to the UTARNG USPFO for Utah within seven (7) calendar days from the posting of this notice or by 1200 MST 6 FEBRUARY 2023.
