                                               Smart Phone ApplicationThis is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the initial solicitation in a two-step down-select process. An additional written solicitation will only be issued to Offerors that pass the first phase of the down-select. In Phase 1, offerors shall provide "YES" or "NO" responses to the minimum threshold criteria provided as an attachment, based on the high-level requirements below. With the exception of Question 3, Offerors providing a "NO" response to one or more of the threshold criteria WILL NOT BE CONSIDERED FOR AWARD. These Offerors will not be invited to participate in Phase 2. In making this determination, the Government will only consider Offerors' responses to the Phase 1 threshold evaluation criteria-no additional

information (INCLUDING PRICE) will be considered. All Offerors meeting the Phase 1 threshold criteria will be provided instructions for proposal submission in Phase 2.The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2005-94 Effective 19 Jan 2017.This requirement is set-aside 100% for small businesses. NAICS code is 541519. Size Standard $27.5 Million.Offerors shall provide responses to the Phase 1 minimum threshold criteria to Mr. R. Soni at rvsoni@fbi.gov. The responses to the threshold questions shall be received not later than 1:00pm EST on 21 September 2017.HIGH-LEVEL REQUIREMENTS:The Federal Bureau of Investigation (FBI), Operational Technology Division (OTD), has a need to purchase an integrated, smartphone-based recording solution, on an enterprise basis. The Offeror will be contracted to deliver two smartphone applications (apps), one for Android phones and one for iOS phones. Because the Android and Apple environments constantly change and evolve, there will be a need to periodically update the apps and the server-side software. The Offeror will be contracted to provide these ongoing engineering services and deliver periodic updates to the FBI, as necessitated by Android and iOS major releases.
