The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 339112, and the size standard as defined by the U.S. Small Business Administration is 1000 employees.The Eglin AFB Medical Treatment Facility (MTF) had been treating a patient with chronic back pain using an Illumina 3D programming algorithm and MICC (multiple independent current control) offered by Boston Scientific during a trial period. During this period the patient’s pain and suffering significantly decreased to the point of being non-existent. In order to maintain this same level of comfort for the patient it was determined that using the Illumina 3D spinal cord stimulator would need to be a permanent solution and not just a trial. Additionally, some of the items used during the trial period would be utilized going forward and need to be compatible with the permanent system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 10:00 am CDT on 10 May 2021 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
