In accordance with solicitation 36C24C19Q0049, FAR Provision 52.212-2 evaluation factors were utilized, and the Government executed the evaluation as detailed below: The Government awarded Open Market Blanket Purchase Agreements (BPAs) resulting from this solicitation to the responsible Offerors whose quote conformed to the requirements of solicitation that provided the best value to the Government. In instances where quotes were not submitted by Service-Disabled Veteran Owned Small Business (SDVOSB) concerns, or if a favorable best value decision could not be made by the Government, the SDVOSB set-aside

was formally withdrawn and the Agency reviewed quotes submitted from the next participating socio-economic tier in the pre-established hierarchy.
